combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This solicitation is issued
as Request for Quote No. DAKF48-99-Q-0162. The solicitation document
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 97-3. THIS ACQUISITION IS 100% SET ASIDE
FOR SMALL BUSINESSES. The Standard Industrial Classification is 2389
(500 employees). Solicitation is for the manufacture of safety vests
used during physical training in accordance to specifications provided.
CLIN 0001 -- 22,000 each for delivery to Fort Hood, Texas by 30 April
1999 packaged and marked as follows: 1 CAV DIV-9515 each; 13 FIN
GRP-221 each; 21 CBP-95 each; 3 SIG BDE-1246 each; 3 PERS GRP-525 each;
4 ID-8635 each; 89th MP BDE-701 each; AGMPD-69 each; HQ CMD-616 each;
NCOA-62 each; VIP/TRANSIENT-315 each. SPECIFICATION OF VESTS: Poncho
(bib) style safety vest, composed of bright orange mesh with rounded
corners at bottom of vest. Vest measures 18" long, front and back, from
the shoulder seam and 14 inches wide, front and back. The bright orange
mesh shall be trimmed with 1 inch wide nylon blend bright yellow bias.
The vest shall be made with two 1 inch horizontal stripes made of
bright yellow 3M Scotchlite High Gloss tape on both the front and the
back of the vest. The first high gloss bright yellow stripe shall be
placed 3 -- inches from the bottom of the vest. The second high gloss
yellow stripe shall be placed 8 1/2 inches from the bottom of the vest.
The high gloss bright yellow reflective stripes shall be placed at the
same measurements on the front and the back of the vest. One bright
orange stretch elastic strap, 2 inches wide by 12 inches long, and
stretchable to 18 inches long, embedded with silver 3M 500 candlepower
reflective material (3/4 inch wide) shall be sewn in back of the vest
on each side (right and left) 3 1/2 inches from the bottom of the
vest. The reflective material shall face outward and have a 2 by 2 inch
velcro patch which attaches to the inside front of the vest 3 1/2
inches from the bottom of the vest. The successful offeror shall
provide one completed vest for inspection prior to a full production
run. SERIEOUS OFFERORS ONLY may contact the Specialist to request a
picture of the vest be faxed to them. Offerors shall submit descriptive
literature that demonstrates adherence to all specifications listed in
this announcement. The provision at 52.212-1, Instructions to
Offerors-Commercial applies to this acquisition. The provision at
52.212-2 does not apply to this acquisition. A completed copy of the
provision at FAR 52-212-3, Offeror Representations and Certifications
shall be included with their offer. The provision at 52-212-4, Contract
Terms and Conditions-Commercial Items, applies to this acquisition with
the following addenda: (I) is changed to add that the Government's
preferred method of payment for all service/supply contracts is the
Government Credit Card. Invoices shall be submitted to the Directorate
of Contracting, ATTN: Contract Administration Division, Fort Hood,
Texas 76544 upon final shipment of vests to Fort Hood, Texas. If the
contractor does not accept the Government credit card, they must accept
payment by electronic funds transfer from the servicing OPLOC Finance
Center. The clause at 52.212-5, Contract Terms and Conditions Required
to Implement Statutes or Executive Orders-Commercial Items applies to
this acquisition, and specifically the following clauses: 52.222-26,
Equal Opportunity (E.O. 11246); 52.222-36, Affirmative Action for
Handicapped Workers (29 U.S.C. 793); 52.222-41. Quotes are due by 3:00
