Political-Military Affiars, Office of Humanitarian Demining Programs
(OHDP) requires demining and demining-related services. SIC Code 8999
Demining-Service Note Classified Elsewhere. The Government's intent is
that any resultant contract will be comprised of one base year and
four one-year options. It will be awarded to a firm(s) using an
Indefinite Delivery/Indefinite Quantity (ID/IQ) contract type. The
resultant ID/IQ contract will enable the OHDP to issue tasks on a
worldwide basis for services that include, but are not limited to, (a)
the receipt of technical assistance and advice regarding mine action
operational techniques and methods, (b) the provision of fully trained
mine detection teams including those using mine detecting dogs, (c)
the establishment of central mine action and subordinate mine action
centers, (d) the conduct of relevant logistic activities such as the
provision of supplies for mine action teams, the training of indigenous
personnel in mine action operation, and the solicitation and employment
of indigenous personnel experienced in mine clearing activities, and
(e) the receipt of support of the OHDP program office relative to the
production of studies, policies, assessments and publications. The
Best-Value award will consider technical issues more important than
cost, and subscribe to a Performance-Based Service Contracting method
of acquisition. It is the Government's current position that the
successful offeror(s) will possess the following; (a) at least 5 years
experience in planning, coordinating, and implementing mine action
demining operation in mine-affected countries, (b) experience in
establishing, supporting, training, employing and managing indigenous
personnel in mine action programs, (c) a minimum 5 years experience in
acquiring, training, supplying, employing and supporting mine
detection dogs in humanitarian mine action programs, (d) experience in
international procurement and shipment of mine action related supplies
and equipment, and (e) previous experience in managing multiple,
independent tasks of at least twelve months in duration, running
concurrently within a minimum of four countries. Requests for a copy of

telephone requests will not. Sources responding to this notice shall
indicate how they possess or plan to acquire the above experience. In
addition, interested sources should indicate whether they are large,
small, or small disadvantagd or woman owned business. For this synopsis
a business conern is considered small it its average annual receipts
for its preceeding three (3) fiscal years do not exceed $5 million
