Naval Air Systems Command intends to negotiate and award a cost
reimbursable (CPFF) contract for Component Improvement Program (CIP)
services on a sole source basis to the only known source, General
Electric Aircraft Engines (GEAE), located at 1000 Western Avenue, Lynn,
MA 01910-0445. The contract requires specific levels of effort for
testing, engineering analysis, technical services, and reports
analyzing safety and readiness problems, maintaining specification
performance, redesign of low reliability parts, forecasting "wear-out"
rates, and developing design changes and repair procedures for F404,
F414, T64, T58, TF34, and J85 engines for the period of 1 October 1999
to 30 September 2002. No hardware is required, as deliverables,
although the contractor will provide supplies/material and equipment
required to perform the services. GEAE is original manufacturer, and
only known source, possessing the requisite knowledge, experience,
special tooling, and technical data required to provide the F404,F414,
T64, T58, TF34, and J85 CIP services. This synopsis is for
