A. Dean, Cynthia.Dean.1@gsfc.nasa.gov. NASA/GSFC plans to issue a Draft
Request for Proposal (RFP) for support to Code 913, Climate and
Radiation Branch. The Draft RFP will be issued to solicit industry's
comments on all aspects of the solicitation, including requirements,
schedules, proposal instructions, terms and conditions, evaluation
approaches including any unnecessary or inefficient requirements. This
procurement is a total small business set-aside. See Note 1. The SIC
Code and Size Standard are 8731 and 500 employees, respectively. The
Government does not intend to acquire a commercial item using FAR Part
12. See Note 26. The DPAS rating for this procurement is DO-C9. This
requirement will support Code 913, Climate and Radiation Branch in the
areas of modeling, simulations, and analysis of the Earth's climate
and radiation involving aerosols, clouds precipitation, atmospheric and
surface radiation, climate dynamics, and remote sensing of atmospheric
and surface parameters. This procurement is a follow-on effort to
requirements currently being performed under five separate contracts.
A five year basic contract is contemplated for this effort. The
anticipated release date of Draft RFP5-12497-256 is on or about April
21, 1999. Interested parties will be given two weeks to provide
comments. Comments on the Draft RFP are not mandatory. The use of
industry comments to structure the final RFP is at the discretion of
the Government. Any subsequent RFP will be synopsized prior to its
release. In accordance with FAR 52.215-3, Request for Information or
Solicitation for Planning Purposes (OCT 1997), the Government does not
intend to award a contract on the basis of the Draft RFP, or to
otherwise pay for the information solicited. It is the offerors
responsibility to monitor the aforementioned Internet site for the
release of the draft RFP and amendments (if any). Potential offerors
will be responsibile for downloading their own copy of the draft
solicitation and amendments (if any). Any referenced notes can be

ombudsman has been appointed. See Internet Note "B". The draft
solicitation and any documents related to this procurement will be
available over the Internet. These documents will be in Microsoft

reside on a World-Wide Web (WWW) server, which may be accessed using a
