and Naval Warfare Systems Command (SPAWAR), on behalf of the
Communications Satellite Program Office (PMW-146), Program Executive
Officer, Space, Communications and Sensors (PEO-SCS), anticipates
awarding up to four (4) concept study contracts in fiscal year 2000 for
the Mobile User Objective System (MUOS) which is part of the Advanced
Narrowband Architecture (ANA). To this end, the SPAWAR/PEO-SCS team
will host a Pre-Solicitation Conference on April 14, 1999, from 8:30 AM
to 12:00 noon at the offices of Booz-Allen & Hamilton, 1615 Murray
Canyon Rd., Suite 800, San Diego, CA 92108. The Government's objective
for the conference is to provide industry with background information
on the MUOS acquisition effort and to provide a forum in which to
answer questions from industry related to the program and the draft RFP
documents which are posted on the SPAWAR Business Opportunities WEB

The conference agenda will include Government briefings in the morning
with an opportunity for optional one-on-one meetings between
prospective offerors and the Government team beginning at 1:00 PM .
Contractors will be limited to sending three (3) representatives due to
limited capacity. One-on-one meetings will also be scheduled the next
day (April 15), if necessary. Prospective offerors will have up to one
hour to address their comments on the draft RFP. This will not be an
opportunity for marketing presentations. Please note topics to be
discussed will involve unclassified technical data subject to the Arms
Export Control Act; therefore, non-U.S. contractors will not be
permitted to attend. Conference details including directions and
registration instructions will be posted to the WEB. Therefore,
