transportation and supervision required to provide professional
Architect Engineering (A/E) Services for shore facilities. Work to be
performed for the USCG Yard Baltimore, MD. Work shall include, but is
not limited to, miscellaneous general engineering and architectural
services including architecture, mechanical, structural, civil,
sanitary, geo-technical, and coastal engineering. AutoCad drafting,
engineering graphic and non-graphic database programming (GIS, LISP,
PASCAL, etc) topographic analysis, surveying, project management,
construction surveillance, environmental assessments, and master
planning support. Services to be obtained may also include assessment
of existing conditions, review of project designs, analysis of
alternatives, recommendations for cost effective alternatives and
development of final designs and construction contract documents.
Rating criteria: 1) Professional qualifications necessary for
satisfactory performance of required services; 2) Specialized
experience and technical competence in the type of work required,
including, where appropriate experience in energy conservation,
pollution prevention, waste reduction, and the use of recovered
materials; 3) Professional qualifications and experience in Mechanical
Engineering; 4) Use of AutoDad r12 or r14 drafting; 5) Capacity of the
firm to accomplish a majority of the work in-house; 6) Capacity to
accomplish the work in the required time; 7) Firm's main office shall
be located within a 35 mile radius of the USCG Yard Baltimore, MD; 8)
Past performance on contracts with Government agencies and private
industry in terms of cost control, quality of work, and compliance with
performance schedules; and 9) Past experience with the USCG Yard
Baltimore, MD. The SIC Code is 8712. The selected firm for this
acquisition will be required to provide overhead, profit and hourly
rates for disciplines to the Contracting Officer within seven working
days after receiving notification of final selection. Thiswill be a
firm fixed price IDIQ A/E under the Simplified Acquisition Procedures.
The total amount will not exceed $50,000 per year and shall not exceed
$25,000 per Task Order. The acquisition provides for a minimum
guarantee of $5,000.00. The duration of the acquisition will be one
year with an Option for one additional year. The total duration of the
acquisition including exercise of the option, shall not exceed two
years. The Government reserves the right to make multiple awards. This
procurement is open to both large and small businesses in accordance
with the Small Business Competitiveness Demonstration Act. Firms
desiring consideration are invited to submit a SF-254 and SF-255 prior
to the close of business on 20 April 1999. In Block 10, state why your
firm is specially qualified based on the selection evaluation criteria
(supplemental pages may be added). Also, use Block 10 to provide
additional information desired by your firm. Only the SF-254 SF-255
will be reviewed DO NOT SEND ANY OTHER LITERATURE. Experiences
identified in Block 8 should not be more than five years old. The
SF-254 and SF-255 shall be annotated with the RFP Number
