Business Set-Aside is for A-E Engineering Survey Services to perform a
study of the Air Operations Lighting System at Naval Air Facility, El
Centro, CA. The study shall focus on the long term reliability and
safety aspects of the airfield and assess existing lighting for current
and future needs. The government intends to award this requirement as
a Simplified Acquisition using the A-E Short Form Selection Process.
The following is a listing of preliminary screening criteria. A-E firms
must meet these requirements to be considered for the work: 1.Provide
a current Standard Form 254, 2. Possess professional qualifications
necessary for satisfactory performance, 3. Have specialized expertise
and technical competence in design, operations, and maintenance aspects
of military airfield/runway/navigational lighting systems, to include
thorough knowledge of all currently applicable standards of the Federal
Aviation Administration (FAA), 4. Past Performance on similar
contracts, with airfield lighting systems in terms of quality of work
and cost control, 5. Capacity to accomplish the work within 90 days of
contract award, 6. Knowledge of the locality of the project. A
firm-fixed-price Completion type contract is anticipated with an
estimated start date of May 1, 1999, and a completion date of August 1,
1999. Firms responding to this synopsis should include appropriate
information regarding any consultants or associates to be used and
should include the identification N68711-99-C-6628/ Runway Survey, NAF
EL Centro, CA in their submitted Standard Form 254 and accompanying
letter of transmittal. SF255's are not required. The SIC Codes and Size
Standard are 8711 and 8712 and $2.5M, respectively. Architect-Engineers
firms, which meet the requirements described herein, are invited to
submit a completed Standard Form 254. Architect-Engineer and Related
Services Questionnaire, and appropriate data as described in Numbered
Note 24 to the attention of Code 5N02.SLC at the address shown above no
later than Three (3) days from the date of this publication. Faxes are
