INFORMATION ON CURRENT TECHNOLOGY. This is a request for information
only. This is not a notice of RFP issuance. The purpose of this RFI is
to gather information from commercial enterprises that provide current
or existing advanced electronic mail handling/management capabilities.
This information is designed to give the U. S. House of
Representatives knowledge of commercially available messaging
technologies and to assist in the development of requirements and terms
of any subsequent, competitive solicitation. Respondents of interest to
the House may be invited to demonstrate their system. The House has an
existing messaging systems infrastructure based on Microsoft Exchange
that allows Members of Congress to send and receive electronic mail
from both constituents and non-constituents. Message volume has
increased to the point where the ability of a particular Member to
identify, sort, manage and respond to constituents is constrained. The
House desires a technology solution to electronic message management
that (a) Integrates with the existing House Messaging System
infrastructure based on Microsoft Exchange and an SMTP Internet mail
interface (b) Provides extensive e-mail management capabilities such as
automatic sorting by Congressional District that will enhance a
Member's ability to respond to their constituents (c) Permits rapid
information flow between Members and appropriate constituents (d)
Addresses the issues of message volume, denial of service, multiple
recipients and privacy (e) Protects the existing House Messaging System
from "attacks" and information warfare issues (f) Integrates with
existing Congressional correspondence management systems via automated
workflow processes (g) Protection of the e-mail environment
(unauthorized access/spoofing, spamming, and viruses) The House
welcomes any information received from interested parties.
Specifically, please respond to the following: 1. What commercially
available technologies exist to provide secure, messaging management
capabilities to complex and distributed customer bases? 2. What is the
scope of a deployment effort of such a commercially available product
in the House of Representative's environment? 3. What types of
information are required to effectively respond to a solicitation based
upon these requirements? 4. What are the terms and conditions under
which such services and products would be supplied? 5. What performance
and acceptance measures are commonly employed in these technologies? 6.
What customers currently use the suggested technology? This Sources
Sought Notice is initiated to compile a list of companies that can
provide assistance to HIR in the development of a comprehensive, secure
electronic messaging system for the House of Representatives and its
support offices. Interested parties may identify their interest and
capability to respond to the requirement. Written responses are due no
later than April 19, 1999. Interested parties shall provide to this
office a letter stating that they can meet the minimum needs along with
company name, address, telephone number, fax number, point of contact,
e-mail addresses and company web-site if available. Address your
