INFORMATION ONLY. NASA Dryden Flight Research Center is conducting a
market research to determine the availability of small business, small
disadvantaged business and woman-owned business concerns and the best
approach to obtaining services for the Airborne Science Project and
other aeronautic research activities. The overall functions of Airborne
Sciences are to: increase understanding of the Earth as an integrated
system; observe and characterize the entire Earth system using space
and airborne sensors; characterize and understand natural and
human-induced change on global and regional scales with an initial
emphasis on climate change; help identify and predict the consequences
of these changes for human health and welfare; contribute to the
creation of wise and timely environmental policy. ER-2(U-2) and DC-8
aircraft are used to conduct these activities. These aircraft have been
extensively modified to perform as flying laboratories. The other
research activities use the following program support aircraft:
F-18A/B, T-34C, BE200, and Air Force C-12 aircraft. Work encompasses
the following: Program Management, including providing qualified and
certified pilots and other crewmembers as required. Logistics
Management, including supporting all efforts associated with many
domestic and foreign deployments. Engineering and Experiment
Integration, including providing electrical or mechanical design
services and other engineering disciplines such as stress, aerodynamics
and thermodynamics. Aircraft maintenance and Life Support in accordance
with manufacturers service bulletins, Air Force Technical Orders, and
applicable portions of DFRC Flight Ops Manual X-1.036: Aircraft
Maintenance for all systems and subsystems, Modification and Inspection
Manual for (1) day-to-day operations, phased inspection, and programmed
depot maintenance inspections. Work also includes Data Systems and
Configuration Control. The airborne data system will require operation,
maintenance and upgrades. The system on the DC-8 and ER-2 records,
distributes and archives aircraft and sensor data. BE200 are public
aircraft as defined by the Federal Aviation Act of 1958. Interested
firms shall submit a brief capability statement describing their
skills, knowledge, and ability to perform the work, distribution and
support capabilities of potential suppliers, and customary practices in
their industry. The Standard Industrial Classification (SIC) Code is
8731. No solicitation exists; therefore, do not request a copy of the
solicitation. If a solicitation is released it will be synopsized in
the CBD and on the NASA Acquisition Internet Service. It is the
potential offerors responsibility to monitor these cites for the
release of any solicitation or synopsis. Responses must include the
following: name and address of firm, size of business; average annual
revenue for past 3 years and number of employees; ownership; whether
they are large, small, small disadvantaged 8 (a), and or woman owned;
number of years in business; affiliate information: parent company,
joint venture partners, potential teaming partners, prime contractor
(if potential sub) or subcontractors (if potential prime); list of
customers covering the past five years (highlight relevant work
performed, contract numbers, contract type, dollar value of each
procurement; and point of contact -- address and phone number).

not be notified of the results of the evaluation. Respondents deemed
fully qualified will be considered in any resultant solicitation for
the requirement. The Government reserves the right to consider a small
business or 8(a) set-aside based on responses hereto. All responses
