comparison study is being conducted for steam operations at Andrews AFB
MD in accordance with OMB Circular A-76, Performance of Commercial
Activities. The 89th Contracting Squadron at Andrews AFB MD anticipates
issuing a Request for Proposal (RFP) using FAR Part 12 (Acquisition of
Commercial Items) and FAR Part 15 (Contracting by Negotiations). The
estimated basic period of performance is December 2000 through
September 2001, with four (4) annual option periods. The anticipated
timeframe for issuing the solicitation is October 1999. Any resulting
contract will be firm-fixed priced. The Standard Industrial
Classification (SIC) code is 8744. The small business size standard is
$5 million annual average gross revenue for the last three fiscal
years, including foreign and domestic affiliates. Contractors will be
required to provide management tools, supplies, equipment, and labor
necessary to repair, maintain, and safely operate steam plant
operations on Andrews AFB. The Contractor's plant maintenance
procedures will include safe start-up, control, operation, and
shutdown. The contractor will be required to ensure the system produces
the appropriate thermal demands and that it remains environmentally
compliant during the production of steam. The contractor will be
required to ensure proper inspection and maintenance of auxiliary
equipment and system functions; including, but not limited to,
production, control, pumping, emission control, water treatment, and
fuel supply. Plant piping, valves, boilers, plant facilities, and other
items shall be maintained according to appropriate craft and utility
codes. Contractors must identify expertise in the above functions by
submitting a capability statement not to exceed 20 pages in length. The
statement should address past performance for the last two years, award
data (i.e., contract number, dollar value, etc) for similar contracts
previously awarded, references, and points of contact. Respondents must
identify their business size and provide a percentageestimate and
business size of subcontractors to be used. THIS SOURCES SOUGHT IS FOR
