Command (TACOM), Armament and Chemical Acquisition and Logistics
Activity (ACALA) is seeking a fully accredited educational institution
to provide both undergraduate and graduate level courses for
employees. This procurement is in support of ACALA Academy, a program
designed to provide focused education to enhance development of
integrated business skills. ACALA Academy is comprised of two separate
courses of study, undergraduate and graduate. The undergraduate
program is a customized certificate program with a prescribed series of
courses aimed at completion of 24 semester credit hours of business
education. The graduate program culminates in a Master's Degree with
emphasis on leadership and integrated business skills. Both levels of
courses must be organized in a structured curriculum designed to
provide the student with specific knowledge, skills, abilities, and
competencies outlined in the solicitation. Courses will be accelerated
in duration, i.e., one class meeting per week for a period of 8 weeks.
All classes will be held during the day, and students will attend on
official duty time. It is planned that classes will be held on-site at
Rock Island Arsenal, Rock Island, IL. This action will result in award
a long term (3 years), firm-fixed-price, indefinite delivery-indefinite
quantity (IDIQ) type contract. The contract will span three fiscal
years FY00, FY01 and FY02, and the period of performance will not
exceed 31 October 2002. It is estimated that 3-4 undergraduate classes
with approximately 20 students per class will be held in each of the
four 8-week sessions conducted each fiscal year of the contract. The
estimated total of undergraduate classes over the duration of the
contract is 36-48. It is estimated that 1-2 graduate classes with
approximately 15 students per class will be held in each of the four
8-week sessions conducted each fiscal year of the contract. The
estimated total of graduate classes over the duration of the contract
is 12-24. Projected issue date of the solicitation is 15 Apr 1999. This
solicitation will be issued electronically in accordance with FAR
4.501, 5.102(a)(7) and 15.205(a); therefore, hardcopies will not be

This solicitation will be issued electronically as will any amendments
thereto. As a result, the Government is under no obligation, and is in
fact, unable to maintain a bidders mailing list. It is therefore

internet address in order to obtain any amendments, which may be

prior to the date and time set for bid opening/receipt of proposals,
may render your bid or proposal nonresponsive and result in the
