synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation number RFQ-OH-99-00114 is
issued as a request for quotation. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-11. This is an unrestricted acquisition. The
SIC is 3828, the size standard for which is 500 employees. ELEMENTAL
ANALYZER SYSTEM -- SPECIFICATIONS/STATEMENT OF WORK: The vendor shall
supply an elemental analyzer system that meets the following minimum
performance specifications and requirements: 1) One (1) automatic
elemental analyzer with a mass detection limit of 0.5% capable of
detecting carbon (C), hydrogen (H), nitrogen (N), sulfur (S), and
oxygen (O); 2) Any appurtenances required for the operation of
elemental analyzer, i.e., regulators, fittings, cables, consumables; 3)
One (1) autobalance capable of measuring microgram quantities; 4) Any
appurtenances required for the operation of autobalance; 5) Integrated
data storage device for instrument; 6) Printer for data storage
device; 7) Any appurtenances required for data storage device and
printer; 8) At least one (1) year warranty on instrument, autobalance,
data storage device, and printer; 9) Installation of the analyzer,
autobalance, storage device, and printer; 10) 8 hours of training for
the system, either on-site or off-site, for one (1) trainee; 11)
Documentation: at least one copy of operation and maintenance manuals,
troubleshooting procedures, and spare parts list(s); 12) Delivery,
installation, training, and documentation provision shall be completed
no later than 45 days after receipt of purchase order. All Items shall
be delivered to the U.S. EPA Containment Facility at 26 W. Martin
Luther King Drive, Cincinnati, OH 45268no later than 45 days after
purchase order receipt. F.O.B. point shall be destination. The
provision at 52.212-1, Instructions to Offerors-Commercial, applies to
this to this acquisition. The provision at 52.212-2,
Evaluation-Commercial Items is applicable and the specific evaluation
criteria are as follows: (1)Technical capability of the item offered to
meet Government requirement and (ii) price. Offerors shall include a
completed copy of the provision at FAR 52.212-3, Offeror
Representations and Certifications-Commercial Items, with its offer.

52.212-5, Contract Terms and Conditions Required to Implement Statutes

Under 52.215-5 paragraph (b), the following additional clauses apply to
this acquisition: 52.222-26 Equal Opportunity; 52.222-35, Affirmative
Action for handicapped Workers; 52.222-36 Affirmative Action for
Workers with Disabilities; 52.222-37 Employment Reports on Special
Disabled Veterans and Veterans of the Vietnam Era; and 52.225-3 Buy
America Act -- Supplies. Offers shall provide descriptive literature in
sufficient detail to demonstrate that the items offered meet the
minimum requirements specified above. Offerors shall submit 2 copies of
its quotation no later than April 15, 1999 at 4:00 p.m. E.S.T. to
