sweeneys@eglin.af.mil. 1. The Air Armament Center, 46 Test Wing,
intends to solicit, negotiate, and award a Firm- Fixed Price contract,
under Federal Acquisition Regulation (FAR) Part 13.5, test program for
simplified acquisition of supplies and services, for a single DMT CAPS
Probe Data System. The DMT CAPS Probe is an airborne pod, which
carries a Cloud Aerosol Spectrometer (CAS), a Cloud Imaging probe (CIP)
and a hot wire liquid water sensor (LWC-100). This probe shall be
carried on a C12 aircraft. The DMT CAPS Probe is used to analyze
droplet and particle sizes and concentrations within clouds. The DMT
CAPS Probe is built by Droplet Measurement Technologies, 2400 Central
Ave., Suite B-2 Boulder Co. The DMT CAPS Probe Data System shall be a
computer based user interface (hardware and software) to the DMT CAPS
Probe. System software shall enable the user to display, and analyze,
and record DMT CAPS Probe data in real time. In addition, this system
software shall enable the user to display analyze and record up to 32
differential analog signals and 32 discrete optically isolated signals
from various aircraft systems in real time. This system shall also
provide an interface to a GFE GPS receiver. Data shall be recorded on
a tape drive, removable hard disk drive, or CD-ROM drive. System
software shall enable the playback, display and analysis of recorded
data. System software shall be flexible in the data channels selected
for recording, playback and display. System software shall enable the
user to quickly and easily change the selected data channels without
resorting to recompiling the CPU source code. System software shall
generate a real time VGA display of graphical windows. Up to eight of
these windows shall be active simultaneously. These windows shall
include the following types of displays: Size distributions of
particles plotted as frequency histograms, 3D histograms showing the
time evolution of frequency histograms, Cumulative size distribution of
particles, Liquid water concentration or volume, Time traces of
particle parameter, Statistical summaries of all particle data, Two
dimensional images from the CIP, Strip charts of analog or digital data
versus time, X versus Y plots, Y versus time plots, ASCII text display.
System software shall enable the user to generate a print of any of
these graphical windows to a color laser printer, or send ASCII text
displays to a standard laser printer. The system software shall allow
selected data to be output in a format acceptable to the Microsoft XCEL
spreadsheet program. This system CPU shall be based on the Intel
Pentium microprocessor @ 400MHZ or higher. The operating system shall
be MS-DOS 5.0-6.2, Windows 95, Windows 98, or Windows NT. This system
shall be contained in a standard 19inch wide rack with maximum
dimensions of 19 by 16 (height) by 20 (depth). This system shall be
powered by +28VDC or 115VAC @ 400 HZ. This system shall be ruggedized
and shock mounted to withstand aircraft vibration. This system shall be
installed within an aircraft cockpit; therefore it will not be subject
to temperature extremes. 2. The solicitation number for this
announcement is F0865199Q0648 and is issued as a Request for Quote
(RFQ). This is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in FAR Subpart 12.6; as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. This
acquisition is a 100% small business set aside. Offers from large
businesses shall not be considered. The Standard Industrial
Classification(SIC)code for this acquisition is 3829 (500 employees).
This solicitation document incorporates provisions and clauses in
effect through Federal Acquisition Circular 90-42. The following FAR
