Systems Command Program Executive Office for Air ASW, Assault, and
Special Mission Programs (PMA-290) is exploring the benefits of a new
propulsion system for the P-3 aircraft. Industry representatives are
invited to provide information, at no cost to the Government, on how a
new propulsion system would benefit the P-3 aircraft. Alternatives
being considered include: a new propeller only; a new engine only; and
a new propeller-engine system. For purposes of budgeting, the
Government is requesting estimates in the rough magnitude (ROM) form
from responding industry representatives. The detail of these ROMs are
at the discretion of each company. Where possible, the company should
include ROM information for the following: propeller/engine/system
ship-set; non-recurring engineering required to integrate propulsion
upgrades; and 10 year operation and support (O & S) costs in terms of
cost-per-flight hour for P-3 aircraft (4 engines). The Government is
interested in the impact on aircraft inventory requirements or aircraft
availability resulting from each of the above approaches. Where
appropriate, representatives should indicate fiscal year "break-even
point" for new acquisition. An information package will be distributed
to responding parties that will provide: Results of a preliminary
study documenting the O&S costs for the existing 54H60-77 propeller and
T56-A-14 engine. Aircraft Non-Capable for Maintenance (NMCM) data for
Propulsion Work Unit Codes (WUC). -- A list of assumptions which may be
considered when developing a submittal to this announcement. Interest
