DESCRIPTION: The Marine Corps Systems Command (MARCORSYSCOM) has a
requirement for Qty 84 commercial, closed-circuit, self-contained
breathing apparatus systems (Rebreathers) which will allow effective
detection, identification, and sampling of nuclear, biological, and
chemical (NBC) agents in a hot zone. This purchase is made in support
of the Office of Secretary of Defense (OSD) Director of Operations,
Military Support (DOMS), the Consequence Management Program Integration
Office (CMPIO), and the U.S. Army National Guard Rapid Assessment and
Initial Detection (RAID) Teams. The required Rebreather must be a
positive pressure, closed circuit, self-contained breathing apparatus,
which incorporates a positive pressure demand flow air supply system.
Operational endurance shall be at least 120 minutes, based on a
moderate workload, average size man, and shall contain a face mask seal
that does not permit air leakage. Operational endurance shall be in
accordance with either 30 CFR 11 or 42 CFR 84 test parameters. Copies

Rebreather must be ergonomically designed to allow for the easy and
comfortable operation of motor vehicles while being worn; it must
extend no more than 5 inches from the wearer's back and have a full
weight of no more than 32 lbs. The Rebreather must allow for use in
environments that may involve exposure to open flame or high radiant
heat and shall provide air for inhalation with oxygen content between
19.5% and 30%. The Rebreather shall be certified by National Institute
for Occupational Safety and Health (NIOSH) or the Mine Safety and
Health Administration (MSHA) for use in atmospheres immediately
dangerous to life and health. In addition to the Rebreathers, the
following supplemental equipment is also required, including: carrying
cases, CO2 canister assemblies, CO2 scrubbers, CO2 scrubbers w/O
rings, mask assemblies, testing equipment for routine use and annual
diagnostics/maintenance, "quick turn" kits which enable an additional
2 hours of use per unit, optical inserts, anti-fogging solution,
cleaning solution, and oxygen compatible lubricant. CO2 cylinder refill
service is required to maintain the useable Rebreather air supply for
three to six months. This service will be provided to the ten
individual RAID team homestations (end users) and will be coordinated
directly between the end user and the vendor. Vendor is required to
refill CO2 canisters and return to the end user no later than one
calendar week after receipt. End users are located as follows: Milford,
MA; Scotia, NY; Annville, PA; Dobbins Air Reserve Base, GA;
Bartonville, IL; Austin, TX; Jefferson City, MO; Aurora, CO;
Sacramento, CA; and Tacoma, WA. Training: Initial vendor training for
routine use of the rebreathers (Level I) is required for 220 users at
Special Operations Forces Support Activity (SOFSA) at Ft Knox, KY
during 7 -- 24 July 1999. Follow-on training for annual
diagnostic/maintenance of the Rebreathers (Level II) is required for 22
users at vendor site. Level II training should take place not later
than six months after delivery of the Rebreathers and related support
equipment. Manuals: An additional Qty 4 Rebreather operation and
maintenance manuals are required. In addition, the vendor must provide
a copyright release memo for all manuals, permitting the National
Guard and the Marine Corps Systems Command to make copies of the
manuals for Government purposes only in the event that the originals
are damaged or lost during exercise or deployment. DELIVERY: CLINs 0001
through 0017 shall be shipped FOB Destination and shipped to/marked
for: DODAAC: H92227; Special Operations Forces Activity; c/o Raytheon
Systems Corp; ATTN: Mark Jacobs; Building 221, Door #12; 5749 Briar
Hill Rd.; Lexington, KY 40516-9723. CLINs 0018 through 0020 shall be
shipped to/marked for: COMMANDER (Attn: APM CSLENBC), Marine Corps
Systems Command, 2033 Barnett Avenue, Suite 315, Quantico, VA
22134-5010. DATE OF DELIVERY: Delivery of CLINs 0001 through 0017 shall
be determined by vendor in order that the following number of COMPLETE
REBREATHER ASSEMBLIES (Qty 84) be delivered as follows: Qty 5 by 15
Jun 99; Qty 35 by 1 Jul 99; Qty 10 by 24 Jul 99; and the remainder Qty
34 as soon as possible but NO LATER THAN 05 Jan 2000. CLINs 0018
through 0020 shall be delivered not later than 15 Jun 99. If this
cannot be met, offerors shall propose the most aggressive delivery date
possible. SOLICITATION PROVISIONS: The following provisions apply to
this acquisition: FAR 52.212-1, Instructions to Offerors -- Commercial
Items. FAR 52.212-2, Evaluation -- Commercial Items. The following
factors listed in descending order of importance shall be used to
evaluate offers: (1) TIMELINESS OF DELIVERY, (2) TECHNICAL CAPABILITY
of items offered to meet the Government requirements, (3) PRICE, and
(4) PAST PERFORMANCE. Timeliness of delivery, technical capability and
past performance, when combined, are of equal importance to price.
Offerors are required to meet the desired delivery dates, or be as
close to those dates as possible. NO offers will be considered that
provide for delivery after 05 Jan 2000. Offerors shall submit a written
technical proposal which clearly illustrates that its product meets all
technical requirements. Commercial product literature is encouraged. In
the event that there is a conflict between the offeror's proposal and
commercial literature, the proposal will take precedence. The cost
proposal shall state the cost per unit, inclusive of shipping to the
destinations above. The offeror should include commercial catalog
pricing for all possible CLINs. The Offeror should include past
performance references on contracts of similar nature. The Government
intends to evaluate proposals and make award without discussions;
however, the Government reserves the right to hold discussions if
