1999 WRITTEN EXPRESSIONS OF INTEREST FOR THE CONSTRUCTION OF A NEW US
COURTHOUSE-COLUMBIA, SOUTH CAROLINA-GS-04P-99-EXC-0014. The General
Services Administration is soliciting written expressions of interest
from experienced construction contractors desiring to compete in the
procurement process for the construction of the proposed New US
Courthouse-Columbia, South Carolina. The proposed US Courthouse will be
constructed on a site within the Central Business District of the City
of Columbia, South Carolina. The proposed four level building will be
approximately 200,000 gross square feet (18,580 gross square meters)
and will contain functions of the US Districts Courts, US Marshal
service and the US Clerk of the court. The structure will include eight
(8)courtrooms and (8)associated judge_s chambers, library and jury
assembly spaces, District Clerk administrative spaces and US Marshals
cellblock and administrative spaces. There will be 25 secured indoor
parking spaces and 75 surface parking spaces on site. The estimated
construction cost is between $26 and $28.5 million with an anticipated
occupancy date of December 2001. This procurement is advertised on an
unrestricted basis. The Standard Industrial Code for this procurement
is 1542. The project is in Metric Units of Measure. Construction
contractors wishing to participate in the procurement process for this
project must submit a response to this notice in the form of a one
page letter of interest on the offeror_s company letterhead to Thomas
F. Waller, GSA, Property Development Division, 4PCB, Suite 2500, 401
West Peachtree Street, N.W,. Atlanta, GA. 30365-2500 by April 30, 1999,
at 4: 30 p.m. local time. Firms that fail to submit the required letter
of interest by the specified date will not be eligible to compete for
this procurement. Request for Price and Technical proposals will be
issued only to those firm that have expressed interest by the specified
date and time. When required those proposals shall be submitted under
separate cover ina format prescribed in the RFP package. A Pre-proposal
conference will be scheduled to entertain questions concerning proposal
submissions and review the Scope of Work. The date for the pre-proposal
conference will be contained in the RFP package. Noncompliance with the
established time-frames for any and all submissions will be handled in
accordance with FAR Part 15.208 and may result in the offeror_s
disqualification from further participation in this procurement. Note
all revisions or submissions submitted by the offerors becomes the
property of the Government and maybe incorporated into the drawings and
specifications. Utilizing Best Value Continuum Process of FAR 15.101,
the construction contractor will be selected via Source Selection FAR
15 procedures. Under this procedure technical evaluation factors will
be significantly more important than cost or price, thereby allowing
the assessment of each offeror_s ability to perform at a high rate of
technical competence and thus achieving best value. This process will
be conducted in two stages: Stage I, offerors will be required to
submit their technical and price proposal in accordance with the
provisions and the evaluation factors listed in the RFP. Under Stage
II, a revised price proposal will be requested from the offerors within
the competitive range, if any, and based on the revisions, if any, of
the specifications and drawings derived from the implementation of cost
saving comments extracted from the Stage I submission. (SEE EVALUATION
FACTOR 1) These revised price proposals combined with the previous
technical evaluations from Stage I will be used to determine which firm
offers the best value to the Government. Offerors are encouraged to
submit their Stage I price proposal on their most favorable terms as
the Government intends to make award without discussion. All evaluation
factors and significant subfactors that will affect the contract award
and their relative importance and point value are listed below and
shall also be clearly stated in the RFP. The technical factors to be
evaluated are: 1. Cost Savings Concepts (Suggestions and VECP_s
initiatives)-300 Points, 2. Offeror_s Past Performance on Similar
Projects (References required)-200 Points, 3. Offeror_s Experience on
Similar Projects (References/narratives)-200 Points, 4. Management Plan
and Technical Approach (Approach to project)-150 Points, 5. Experience,
Past Performance, and Qualifications of Key Personnel (References,
academic achievement and experience-150 Points. Request for Proposals
(RFP) which includes instructions for submission of proposals and
drawings and specifications will be mailed on or about May 21, 1999.
The Government will require the submission by the successful offeror of
a proactive Subcontracting Plan pursuant to FAR 19.705-4, prior to
award encompassing the following Socio-Economic Program minimum goals:
Small Business (12%) Small Disadvantaged Business (8%), and Small
Women Owned Business 5%). All correspondence in response to this
announcement must clearly indicate the solicitation number
