The Naval Surface Warfare Center, Dahlgren Division, Dahlgren, Virginia, shall use Simplified Acquisition Procedures to procure on a sole source basis, Commercial Off The Shelf (COTS) items: one (1) each Radiance HS Mid-Wave Infrared (MWIR) Camera, Raytheon P/N 503819-08 (Item 1), and one (l) each Imagedesk II (RS-232, f/2.5) Package, Raytheon P/N 505235-02 (Item 2), from Raytheon Corporation or any of its authorized distributors or resellers. The Camera and Imagedesk II will be used by NSWCDD's Technology and Photonic Systems Branch which require use of Infrared (IR) Focal Point Array (FPA) sensors to support various programs within the branch. The Clutter Rejection Involving Temporal Techniques in the Infrared (CRITTIR) Project requires the use of a portable high speed IR FPA sensor with an associated digital data recording system to investigate the temporal nature of targets and solar glint (clutter) off of the sea surface. The basis for the sole source is that the equipment to be purchased must becompatible and interchangeable with existing equipment at NSWCDD. The sensor contained in Raytheon p/n 503819-08 (Raytheon HS Camera) is a compatible replacement for the Radiance 1 IR Camera, which is currently in operation at NSWCDD. The purchase of P/N 503819-08 will avoid substantial duplication of costs because the lenses are interchangeable between the two units. In addition, P/N 503819-08 contains a high speed IR FPA sensor which is required to produce IR imagery at a 480 Hz frame rate. The use of these sensors in field test operations will enhance the transition of clutter rejection techniques into existing and proposed shipboard IR sensors. The size and portability of the units will enable NSWCDD to transport the units to remote test areas to allow data collection to further investigate and evaluate information for ongoing projects and implementation for shipboard use. The sensor contained in the Radiance HS Camera must also be capable of producing 12-bit digital data at a 60 Hz frame rate. Item 1, Raytheon p/n 503819-08 specifications are as follows: (NTSC, RS-232, f/2.5) including f/2.5 optical system, 256 x 256 snapshot INSB Sensor, 3.0-5.0 micron Coldfilter, Linear Split Stirling Cooler, Camera Power Supply Range 18V -- 32V; Size shall not exceed 7" high x 7" wide x 7" high; Video Outputs: NTSC & S-video, Digital Outputs: HSVC (12 bits/10 Mhz) and Serial Hotlink, Remote Interface RS-232, 110/220V AD/DC Converter, Cables included: NTSC Video, S-Video & Interconnect/Power, Fan Module (effective to 40 degrees centigrade ambient), Bayonet flange lens mount, carrying/transport case, operation manual; Item 0002, Raytheon p/n 505235-02 specifications are as follows: Imagedesk II (Radiance HS RS-232), contains a complete Windows NT Based Image Acquisition and Analysis Computer Software package which allows the user to display, manipulate and analyze imagery quickly and easily. Camera control is enabled for Radiance and Radiance HS Cameras. The system includes a Pentium 300 or Faster, with 128 MB RAM, 3.1 (min) GB Hard Drive, 3.5" Floppy Drive, CD-ROM Drive, Iomega Zip Drive, Keyboard, Mouse and 17" (OA) (min) Monitor. Also included is a PCI Framegrabber card and a 25-foot Digital High Speed Video Bus (HSVB) cables, Trigger Cable, Software Key and Imagedesk II Software Package. Warranty included for both items shall be one year from receipt by NSWC or four thousand (4,000) hours of operation, whichever occurs first. Further information provided to prospective offerors: The IR FPA sensor required must have a very high frame rate as well as the ability to produce IR imagery at a 480 Hz frame rate to investigate the dynamic nature of IR clutter. These characteristics must be representative of state-of-the-art IR FPA sensors to enable the transition of clutter rejection techniques into existing or proposed shipboard IR sensors. In addition to the 480 Hz frame rate, there are at least two other user-selectable rates (not simultaneously operated) one at 60 Hz and the other above 1,000 Hz; the IR sensor must have a spectral response in the 3-5 micrometer band; the IR detector array shall be a minimum of 256 x 256 elements, with at least 128 x 128 detectors used at 480 Hz frame rate; the detector pitch shall be on the order of 30 microns; the sensor must be fully compatible with Raytheon p/n 503943-01 dual field of view (DFOV) lens (75/250mm, f/2.3 Si:Ge) and provide two FOVs of 5.9 degrees and 1.8 degrees, and instantaneous field of view (IFOV) of 0.4 and 0.12 mrad; the DFOV lens also contains a spectral filter of 3.8 -- 4.8 micrometers. Additional filters must be available within the MWIR spectral band; the camera shall have excellent sensitivity and resolution and must have a noise equivalent temperature difference of less than 30 mK. This will allow the sensor to be used in support of field tests where vision in the IR is required; the IR sensor must be able to be operated as an IR radiometer and must have the ability to distinguish a target to background temperature difference (dT) of less than or equal to0.02 degrees centigrade; the sensor must have the ability to calibrate itself internally, and shall also allow for a two point external calibration to be done if desired; the sensor must NOT require external cooling to be applied by the operator (such as liquid nitrogen) -- it shall be internally cooled, such as with a Stirling cycle cooler; digital data (12 bit or greater) from the IR camera must be available via standard RS-232 interface to a data acquisition computer; a high speed video bus (HSVB) digital cable of at least 25 feet long must connect the sensor head and computer; the camera must also furnish video in standard RS-170 format; software for data collection and analysis must be available from the camera manufacturer; the software must run under Windows 95/98 or Windows NT; it must be able to record 12-bit digital video data for frame rates up to and including 480 Hz data for at least 5 seconds; the IR camera must also have the ability to continuously output the digital video data via the communications port to an external source; the sensor head must be lightweight (less than 20 lbs) and portable; it must be mountable on a standard pan/tilt tripod; it shall be small and light enough to be carried by one person in "carry-on" fashion (to permit transport to field test sites); the data acquisition computer system must be no larger than a typical desktop PC; the data acquisition software and computer MUST be Y2K compliant. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format contained in FAR Subpart 12.6, and under Simplified Acquisition Procedures of FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
