The U.S. Army Communications Command proposes to solicit for the Tactical Mobile Communications System (TMCS) Manpack as a result of this Sources Sought Synopsis. Therfore, this market investigation is to determine the availability of an existing non-developmental manpack radio to be used by soldiers in normal combat environment. The TMCS is to be used to communicate secure voice and data between the ground forces and aircraft. The equipment shall be lightweight and robust while being capable of being software upgradeable in the field. It is to be a network packet radio having an embedded Type 1 encryption module endorsed and accredited by a US National Security Agency (NSA). As a minimum, the radio shall be capable of using amplitude modulation in the frequency band 225 to 400Mhz and frequency modulation (FM) in the frequency band 30 to 88Mhz. TMCS should incorporate a scanning mode for a minimum of 5 channels with a priority scan and a priority interrupt. User will be able to store and access a minimum of 10 presets with each preset having the following information: receive frequency, transmit frequency, modulation type, data presets, encryption key and TRANSEC data. A memory battery will be used to retain the user program parameters described previously, the loss of which shall not prevent the radio with operating properly as long as the primary power is available. It is accepted that programmable parameters need not be re-entered after the primary power has been lost as long as the memory battery is working properly. The radio must meet the following technical characteristics: Channel spacing shall be 25Khz with a desire to allow for 12.5Khz increments and also be configured from a control panel. TMCS shall permit communication of both analog / digital voice and data with and without encryption. Squelch/muting shall be provided in order to silence the radio's audio output while operating in analog voice and scan mode. TMCS should posses a whisper facility to allow for covert communications. The TMCS should provide simultaneous transmission of voice and data in both net and point to point operation. A minimum of two independent simultaneous 16Kbps (channel rate) voice and data transmissions should occur on a single frequency. The TMCS should support data transmission of point to point on multi nets and broadcast mode on a net. The following data rates (bps) shall be supported: 75, 1200, 2400, 9600, 16kbps; it is also desired that the following higher data rates (kbps) shall be supported: 19.2, 32, 48, 64, or higher. The radio will adapt data rates to match that being transmitted, otherwise data shall be buffered to support differences in data rates. The radio's network protocol shall permit both automatic and manual routing. The TMCS shall conform to the following data standards: MS2045-47001, MS2045-14502-1A, MS2045-14502-6A, MS188-220A. Radio will be able to retransmit encrypted and non-encrypted analog/digital voice and data from an originator to a recipient who is outside the transmission range of the originator. Retransmission will be accomplished without the radio having any crypto variables loaded. The radio shall be interoperable with the following COMSEC devices: TSEC/KY-57 VINSON, TSEC/KY-99 ANDVT MINTERM, ANDVT AIRTERM and ANDVT KYV-5 TACTERM. The following devices may be used to load crypto-variables: KYX-15A/TSEC, KYK-13/TSEC, KOI-18/TSEC, and AN/CYZ-10. The radio will be designed so that any failure will not result in transmission of a non-encrypted classified information. The radio will be able to operate in plain text override mode when another message is not being sent or received. The radio will support transmission and reception of over the air rekey (OTAR). Radio will be able to remotely zeroize crypto variables of any other individual radio that is to be excluded from the communications net. Radio shall be capable of zeroizing all COMSEC, TRANSEC, and user program parameters without the need of primary power being supplied. TMCS will operate in one of the following TRANSEC modes: Frequency Hopping, Direct Sequence Spread Spectrum, Automatic Power Control. TMCS will be able to use different Frequency Hopping standards as required, and will be interoperable with Frequency Hopping standard used by SINCGARS Radio. Radio shall be capable of being remotely operated from a minimum of 800 meters to a maximum of 2,000 meters. It is desired that the operator maintain full functional control of the radio while being remotely accessed. Radio shall not be damaged when the following conditions occur: DC supply voltage is reversed, excessive RF input level, excessive external temperature, or failure on interconnecting cable. Radio shall be safe for the operator to use. It is desired that the radio include BIT capability on power up, when commanded, and to provide a periodic on-line BIT to indicate faults when device is in operation. The radio shall meet applicable environmental conditions of MIL-STD 810E for high altitude, high and low temperature, rain, fungus, salt fog, sand and dust, immersion, vibration, and shock. Radio shall incorporate RS232, and RS422 digital data interface. Radio will have an interface to an external GPS although it is desired that the radio contain an embedded GPS capability. Ancillaries shall include headset, speaker and handset, voice activated throat microphone enabling use on covert operations, container/harness to allow the radio to be carried by the operator, battery, and antennas. Man-machine interface (MMI) display shall be compatible with Litton M972 and M983 Night Vision Goggles. The MMI shall permit the user to program all radio functions without the need for an external device with the exception of a crypto fill device. The MMI display shall be readable in bright sunlight and in complete darkness without the need for external lighting, be adjustable to suit external lighting conditions, and also be blacked out when necessary. Batteries to be used are BA-5590/U Lithium and BB-590/U Nicad. Radio shall comply with the following electromagnetic emission standards: CE106, CS103, CS104, CS105, RE102, and RF103. Radio shall have MTBF greater than 5,000 hours. The TMCS may be deployed to all global climates and weather conditions and be capable of operation from 71O C to +75 OC. The TMCS shall include external physical protection required when in and out of use. TMCS shall be protected from EMP and be resistant to NBC decontamination agents. The finish of the TMCS shall be durable. It is desired that a candidate TMCS radio be currently in production or be in the market place within the next three months, have available test data verifying functional and environmental performance, have supporting commercial literature and a published marketing price list of radio and its components. Any offeror having an item which meets the above technical and non-developmental item criteria is invited to submit the following: system description and performance specification, test data verifying functional and environmental performance, reliability and maintainability, production lead times and schedule, quantity produced to date, customers (US or foreign), type and extent of standard warranty coverage and availability of extended warranty, supporting commercial literature to include operations technical manual, repair/service manual, list of required test and maintenance equipment, and ancillaries items needed to operate, repair and support the proposed system in world wide tactical military environments, identification of exceptions or deviations to the above technical and NDI criteria.
