This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 4TRF-99-HD-001 and is issued as a request for proposal (RFP). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 09. This requirement is not being set-aside. The Government wishes to purchase: A custom lectern, built to the court's wood and stain specification This unit is designed to house all of the equipment listed below, with path panel capability for the monitors located throughout the courtroom. S-video VCR with shuttle controlled frame-by-frame advance/reverse and freeze frame capabilities (JVC or equivalent) Elmo 400 Document Camera -- displays paper documents, transparencies, film negatives, pantographs1 x-rays and 3D objects. Inline 1224 Scan Doubler -- provides slaved audio/video input switching for 3 S-video/composite devices and one computer/RGB device at the lectern; converts S-video and composite signals to VGA resolution External powered speakers -- output for VCR and computer. Sony UP2900MD video printer- provides approximately 4x6 printout of any image currently displayed by the system, including on-screen annotation; must have built-in LCD menu. Extron VC100 Hyperconverter -- converts RGB output to NTSC output in order to print to the video printer. Boeckler Pointmaker PVI 73L w/back raster, two light pens and line drivers -provides on screen annotation at the lectern mounted 10" CRT as well as the 15" CRT located at the witness stand. Jury display "kill" switch -- provides the judge with the ability to instantly shut down signal going to the jury monitor(s) VGA signal amplification and routing to support seven devices with the flexibility to add future additional outputs as may be required 10" XGA CRT to be recess mounted in the custom lectern (must be capable of displaying freeze-frame image from VCR) 10" XGA CRT to be located at the witness stand (must be capable of displaying freeze-frame image from VCR) (3) 15" CRT to be located at defense, plaintiff' and judge (must be capable of displaying freeze-frarne image from VCR) 37"' Mitsubishi Megaview CRT w/cart for jury display.
