The Headquarters IOC intends to issue a sole-source modification to Houtzeel Manufacturing System (HMS) contract DAAA08-94-C-0069. The modification is to upgrade existing Computer Aided Process Planning (CAPP) software from Cimlink linkage to Second Generation CAPP. Vendors believing they can upgrade the existing system, shall submit a written response within 7 days of the publication date of this notice that clearly show its ability to meet the Governments needs -- responses shall include firm-fixed prices. All responsible sources may respond and will be fully considered, however, oral communication is not acceptable -- No contract award will be made on the basis of offer/proposals received in response to this notice. Written responses must include a minimum brand name of software products, part number/products number, and specifications for product. Redesign/conversion cost, if any, will be taken into consideration. All technical information must be sufficient to enable the Government to determine if a solicitation is warranted -- As a result of analyzing responses to this synopsis of intent, the contracting officer may determine that a solicitation will be issued. If a solicitation is issued, no additional synopsis will be published. Any such solicitation will be issued to the intended vendor and all firms that respond to this synopsis of intent or otherwise request a copy of solicitation. If no affirmative responses are received clearly demonstrating the vendor's ability to meet the Government's needs, a modification shall be issued to Houtzeel Manufacturing Systems to provide the upgrade software Second Generation CAPP.
