synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular (FAC) 97-05. This procurement is being issued
unrestricted. This will be a brand name or equal solicitation for
delivery and installation of (1) Debrie Total Immersion Step Optical
Printer Or Equal. The equipment must be new equipment only; used or
reconditioned equipment will not be accepted, and must meet or exceed
the following salient characteristics: Utilize a full immersion design
with vapor management system, may be either continuous/contact,
step/contact or step/optical in design, computer calibrated and
controlled additive picture lamphouse that is fully compatible with the
Bell & Howell standard, computer control system must accept FCC & RGB
cueing data from either punched paper tapes or floppy disk, must be
able to balance liquid pressure versus vacuum in order to minimize the
likelihood of streaks or bubbles being printed into the new copy of
the film, adjustable transportation and register pins or other
mechanism that allows it to safely transport and successfully register
from frame to frame shrunken original film material with up to 3.0%
shrinkage, ability (either standard or as a separately purchased
option) to create composite prints from shrunken original optical sound
tracks in a single pass, configured for 35mm film, but also support
other formats including 16mm, offer a video framing system, either
standard or as a separately purchasable option, configured to operate
on 110V/208V 3 phrase 60 Hz power, proper apertures for printing
academy frame and silent full aperture frame film images, full featured
spare parts kits to include the followingoptions: adaptation of a
daylight printing system, adaptation of daylight loading (2 film
magazine), video framing control system, adaptation of a focus scope
device, and english language maintenance manuals and drawings, full
service maintenance contract with possible extended warranty, delivery
and installation at The Library of Congress, Motion Picture
Conservation Center, Attn: Ken Weissman, MPPL, Building 682, 2876 Q
Street, Wright-Patterson AFB, Dayton, Ohio 45433-7900, shall be no
later than 120 days after receipt of contract, FAR 52.212-1,
Instruction to Offerors Commercial Item (Aug 1998) is incorporated by
reference and applies to this acquisition, the provision at 52.212-2,
Evaluation -- Commercial Items (Jan 1999) does NOT apply to this
acquisition. An award shall be made to that responsible offeror
submitting a technically acceptable proposal and offering the lowest
evaluated price. Price shall be the deciding factor among the
technically acceptable proposals. To be technically acceptable, the
offeror's technical proposal must be evaluated as technically
acceptable for the requirements listed above. Technical acceptablility
will be determined solely on the content and merit of information
submitted in response to this provision. Award will be made without
discussions with evaluation and determination as to equality of the
product the responsibility of the government. Therefore, it is
incumbent upon the offeror to submit its best terms and sufficient
technical support (e.g. technical literature, descriptive brochures,
documentation, drawings, etc), to clearly show that all salient
characteristics are met by the product(s) proposed, proposals must:
1)include the manufacturer's brand, make, and model/part number; 2)
price FOB Destination to the Motion Picture Conservation Center at the
address indicated above, 3) the proposed delivery schedule and the
discount/payment terms and 4) a copy of their commercial warranty with
duration. The purchasing activitiy is not responsible for locating or
securing any information which is not identified in the proposal and
reasonably available to the purchasing activity. Each offeror shall
also include a completed copy of the provision FAR 52.212-3, Offeror
Representation and Certifications -- Commercial Items (Jan 1999) with
their proposal. FAR 52.212-4, Contract Terms and Conditions Required to
Implement Statutes of Executive Orders -- Commerical Items applies.
Offerors must acquaint themselves with the regulations concerning
commercial item acquisition contained at FAR Subpart 12 and must ensure
that all representations and certifications are completed and returned
as called for in this solicitation. All proposals must be received no
later than 2:00 p.m., Wednesday, April 21, 1999, at the Contract and
Logistics Services address indicated above. Any proposal that is not
received by this date will be late. Fax proposals are acceptable if all
required information is included and reference S-LC99028. Offerors not
