OroszRA@navair.navy.mil. The Naval Air Warfare Center Aircraft Division
is requesting information (RFI) from potential sources for the
following specific requirement. This requirement is a follow up to the
broad requirement identified in CBD Submission Notice No. 206082
posted 1 June 1998 for Solicitation N00421-97-R-1493. The Simulation
Software Support Activity (SIM SSA) at the Naval Air Warfare Center
Aircraft Division (NAWCAD) located at Patuxcnt River, Maryland has a
requirement to furnish, update and maintain tactical combat environment
performance simulation and weapon scoring software for training
facility/device support. The software generated will be utilized on
various operational and developmental Navy, Marine, Air Force, Army and
foreign military training systems. Development of weapon simulations
(air-to-air, surface-to-air and air-to-surface) providing realistic
weapon trajectory and Probability of Kill (Pk) analysis as well as
"reason for miss" evaluations are to be included in this contract.
These simulations will cover both threat and friendly weapon systems.
Simulation of ground-air weapons includes expected enemy rules of
engagement and ground-based guidance systems. The effort, which will be
defined in a Statement of Work (SOW), requires both non-technical and
specialized technical and engineering capabilities. The effort will
involve U.S. Navy Tactical Aircrew Combat Training System (TACTS), the
U.S. Air Force Red Flag Measurement and Debriefing System (RFMDS) and
the USAF Air Combat Training System (ACTS). The TACTS/ACTS experience
base includes weapon system simulations, weapon trajectories, fire
control, sensors/emitters and the tactical considerations which govern
coordinated weapon usage within air defense systems. The TACTS/ACTS
simulations include air-to-air, air-to-surface and surface-to-air.
Surface-to-air simulations are part of the Electronic Combat
Environment (ECE) and a proficient knowledge of ECE software (ground
threat systems, Electronic Warfare (EW) and Rules of Engagement (ROE))
is essential. Specialized experience with the following systems is
required: Navy and Air Force TACTS/ACTS ranges, Large Area Tracking
Range, Air-to-Air Range Infrastructure (T&E), National Training
Center/Air Warrior, Foreign Military Sales and Joint Tactical Combat
Training System (JTCTS). There is an ongoing need to quickly generate
TACTS/ACTS simulations without access to US classified information or
software. A proprietary product called SimBuilderTM is currently
addressing this need. The functionality provided by SimBuilderTM is
required to be provided without delay. All current TACTS/ACTS weapon
simulations utilize the mathematical technique of complex factored
quaternions. This technique is embedded in code and shared by all
current weapon simulations. A highly developed knowledge of factored
quaternions is required as future TACTS/ACTS simulations will utilize
this technique. The services required are in support of the above
efforts. This requirement is 100% set aside for small business
concerns. The Standard Industry Code (SIC) is 7371. Interested parties
