ATTENTION: The Defense Threat Reduction Agency (DTRA) has a requirement
for Modeling EMP Targets from Source to the End Points. The Contractor
shall develop models of sources whose operating frequency lie within
0 to 500 Mhz and are tailored to the specific target characteristics to
produce complete functional damage denying the enemy mission and shall
develop antenna design for coherent enhancement of EMP power to expose
and focus on critical components and equipment of the specified WMD
targets. The Contractor shall review existing EMP effects documents,
identify targets that could be destroyed by such weapons, develop
design concepts for focusing power on target system, determine the
pulse power source requirements, evaluate difficulties and other
limiting factors in the design and assess impact on the feasibility of
the practical implementation of the high power electro-magnetic fields
(HPEMF) weapon concept. The Contractor shall perform a system
simulation to assess its behavior, develop a preliminary design
specification for a prototype weapon system, devise laboratory-scale
experiments and plan advanced concept technology and demonstration of
the model. The goal of this contract is to provide a framework for
practical implementations of the DoD's EMP simulators and pulse power
technology into innovative targeting schemes with no collateral
