Office, Contract@nist.gov. The National Institute of Standards and
Technology (NIST) intends to negotiate with Virginia Polytechnic,
Institute and State University, Office for Sponsored programs, on a
sole-source basis to provide professional services in accordance with
the offeror's Mechanical Characterization of Ceramic Coating Materials
Research Proposal under the authority of 41 U. S. C. 253 (c) (1)- Only
one responsible source. Contract Line Item Numbers (CLIN) are as
follows: CLIN 0001, Processing of ceramic coating: Fabrication of
glass-ceramic coating on a stainless steel substrate with a
predetermined porosity. CLIN 0002, Measurements of mechanical
properties and microstructure: perform electron microscopy on the
ceramic coating and collect data on mechanical properties of the
coating including Young's modulus and hardness. Professor G. Q. Lu of
Virginia Polytechnic Institute and State University is designated as
the Principal Investigator. Professor Lu is a well known world
authority on the processing of coating materials. He has a number of
publications and patents on the subject. He and his team have developed
a unique capability of controlling the coatings microstructure. They
have also developed an innovative method of processing a ceramic
coating film with predetermined porosity. Award to another source would
result in substantial duplication of cost to the Government that is not
expected to be recovered through competition, and would result in
unacceptable delays in fulfilling the agency's requirements.
Anticipated period of performance is from the award date through twelve
months with 2 additional 12 month option periods. This notice is not a
request for quotations. However, interested parties may identify their
interest and capability to satisfy the Government's requirements not
later than 3:00 PM EST on April 2, 1999. Capability statements must
include documentation of expertise in all areas pertinent to the
proposed project. A determination by the Government not to compete this
proposed purchase Order based upon responses to this notice is solely
within the discretion of the contracting officer. The Standard
Industrial Classification Code is 8732 with a size limit of $5.0
Million annual average gross revenue for the last 3 fiscal years. As a
result of this solicitation the government intends to award a Firm
Fixed Price Purchase Order on or about April 7, 1999. A solicitation
