Office, Contract@nist.gov. This acquisition is 100% set-aside for small
business concerns. The applicable Standard Industrial Classification
(SIC) code is 8733 and the small business size standard is $5 million
(average annual receipts for preceding three fiscal years). The
National Institute of Standards and Technology (NIST) has a requirement
for a Contractor to provide scientific abstracting and rate constant
evaluation services for the NIST Experimental Kinetics & Thermodynamics
Group. The Contractor shall: (1) develop a revised chemical kinetic
data procedure in collaboration with members of Group; (2) compile,
abstract, and prepare for evaluation those articles in the chemical
kinetics literature containing significant chemical kinetic data, rate
constant evaluations, or chemical concentration data on chemically
reacting systems; (3) identify (in conjunction with Group personnel)
those articles that should be included in the NIST Chemical Kinetics
Database, and identify any errors in the abstracting of those articles
already in the NIST Chemical Kinetics Database; (4) provide the data
in a format that will aid in the final evaluation for publication of
rate constants for which there are adequate literature data, and
provide preliminary estimates of rate constants for reactions for which
there are not adequate literature data; and (5) analyze data on
unimolecular reactions. Complete work statement will be issued as part
of the solicitation package. The Government requires a Key Personnel
to be assigned to this project. Minimum requirements for the Key
Personnel include: (a) a doctorate in physical chemistry OR equivalent
work experience, i.e., at least five years of research in chemical
kinetics with at least three years in gas phase kinetics; (b) proven
familiarity with chemical kinetics, chemical thermodynamics, and
computer modeling of complex processes; (c) demonstrated ability to
identify and abstract articles relating to chemical kinetics, chemical
thermodynamics, and computer modeling of complex processes; (d) prior
experience evaluating kinetic data and thermochemical data, including
some experience in modern experimental gas-phase chemical kinetics;
and (e) demonstrated ability to use data entry and editing tools such
as spreadsheets and word processors. Detailed information regarding the
evaluation of proposals will be included as part of the solicitation
package. Period of performance is from date of award through twelve
months thereafter. The Government anticipates award of a
firm-fixed-price purchase order. Solicitation package will be issued on
or about April 8, 1999. All responsible small business firms may submit
a proposal which shall be considered by the Agency. Requests for
