Service anticipates awarding one or more contracts for general
architectural and engineering services for the analysis, design, CAD
drafting and inspection of projects involving architecture, historic
architecture, landscape architecture (emphasizing landscape analysis of
multiple-use, ecological systems and resources), survey, electrical,
mechanical, structural, geotechnical, civil and sanitary disciplines
located in the states of Michigan and Wisconsin, with incidental work
in the states of Minnesota and Illinois. Projects may include
administrative and recreation facility construction/reconstruction,
road and bridge construction/reconstruction, dam
construction/reconstruction, topographic/geodetic/property boundary
surveys, construction inspection, maintenance and safety inspection,
training and various other architectural and engineering projects. Due
to the variety of projects anticipated, the selected firm(s) must
possess a wide range of professional services and experience in
architecture and engineering; or have specialized experience in one or
more of the indicated specialized services and have extensive
knowledge of local conditions. The selected firm(s) shall be required
to possess the necessary permits, registration and licenses that may be
required to carry out the tasks ordered under this contract. Award of
the contract(s) is planned on or about August 1, 1999, for a base
period of one year with four optional, one year extensions. The
services ordered under the contract(s) will be fixed price. In order to
receive further consideration, the applicant must submit Standard Form
254 (SF 254) and Standard Form 255 (SF 255) addressing the basic
evaluation criteria in Note 24, substituting USDA Forest Service where
the Department of Defense is shown. You can find the SF 254 and SF 255
on the internet at: www.gsa.gov/forms/zero.htm. Additional criteria to
be evaluated include: (6) Volume of work previously awarded by the
Forest Service will be evaluated with the objective of effecting an
equitable distribution of the contracts among qualified A-E firms,
including small or small disadvantaged business firms that have not had
prior Forest Service contract, (7) Computer assisted design and
analysis capability. The following information is required to
supplement the SF 254 and SF 255: Indicate the location of firm in
relation to the following cities: Park Falls, Wisconsin; Rhinelander,
Wisconsin; Ironwood, Michigan; Escanaba, Michigan; and Cadillac,
Michigan. Include the location of any branch offices, subcontractors or
laboratories that will be involved. The estimated volume of work is
unknown; however, a guaranteed amount of $1,500 will be ordered
annually. No single task order will exceed $100,000. Annual orders will
not exceed $200,000. Typical delivery orders will range between $5,000
and $25,000. 24. Architect-Engineer firms which meet the requirements
described in this announcement are invited to submit: (1) a Standard
Form 254, Architect-Engineer and Related Services Questionnaire, (2) a
Standard Form 255, Architect-Engineer and Related Services
Questionnaire for Specific Project, when requested, and (3) any
requested supplemental data to the procurement office shown. Firms
having a current Standard Form 254 on file with the procurement office
shown are not required to register this form. Firms desiring to
register for consideration for future projects administered by the
procurement office (subject to specific requirements for individual
projects) are encouraged to submit annually, a statement of
qualifications and performance data, utilizing Standard Form 254,
Architect-Engineer and Related Services Questionnaire. Firms responding
to this announcement before the closing date will be considered for
selection, subject to any limitations indicated with respect to size
and geographic location of firm, specialized technical expertise or
other requirements listed. Following an initial evaluation of the
qualification and performance data submitted, three or more firms that
are considered to be themost highly qualified to provide the type of
services required, will be chosen for negotiation. Selection of firms
for negotiation shall be made through an order of preference based on
demonstrated competence and qualifications necessary for the
satisfactory performance of the type of professional services required,
that include: (1) professional capabilities; (2) specialized experience
and technical competence, as required; (3) capacity to accomplish the
work in the required time; (4) past performance on contracts with
respect to cost control, quality of work, and compliance with
performance schedules; (5) geographical location and knowledge of the
locality of the project, provided that application of the criterion
leaves an appropriate number of qualified firms, given the nature and
size of the project; (6) any other special qualification required under
this announcement by the contracting activity. In addition to the above
qualifications, special qualifications in the Department of Defense
include the volume of work previously awarded to the firm by the
Department of Defense, with the object of effecting an equitable
distribution of Department of Defense architect engineer contracts
among qualified architect-engineer firms including small and small
disadvantaged business firms, and firms that have not had prior
