The Architect-Engineering Services to be provided under this procurement include the range of tasks outlined below and are applicable at MSFC, other NASA centers or installations, and other Government facilities. (a) Conduct assessments as required to assist NASA in determining its environmental goals, measuring its needs, and establishing priorities for action. Both external and internal assessments will be conducted. (b) Establish and maintain systems to organize and manage environmental data records and information. These could include: office automation; document management; permitting and compliance tracking; manifest tracking; enforcement data, computer aided design (CAD) data and information, geographic information systems, facilities management data and information, and other data and information as required to meet NASA's environmental data and information management needs. (c) Prepare ISO 9000 and ISO 14000-based or compatible environmental management systems (EMS's). This may include developing policies, procedures, and organization to accomplish implementation of environmental programs at NASA and other governmental installations. (d) Conduct environmental compliance audits to analyze operations, program strengths and weaknesses, and program objectives. Audits may include analyzing regulatory requirements; conducting compliance evaluations; performing multimedia environmental audits; identifying environmental liabilties and risks; preparing, prioritizing and implementing corrective action programs; and integrating regulatory requirements with specific requirements. (e) Provide permitting and licensing support by preparing permit applications and permit modification requests and necessary supporting information. Prepare for and provide expert testimony in permit regulations and hearings, perform regulatory presentations, and respond to notices of deficiency and/or violation. (f) Provide waste minimization and pollution prevention services by preparing site surveys, recommend for pilot test and/or develop concepts of designs for process modifications which eliminate or reduce the use, generation, or disposal of hazardous materials and wastes. Prepare waste minimization plans and prepare public information and technoglogy transfer materials. (g) Conduct training and technology transfer in the areas of environmental regulation, project management, data management, and analysis and field techniques. Conduct training needs assessments through surveys and interviews. Review existing courses and training programs. Modify existing or prepare new training manuals, case studies, videos, slides, and other presentation materials. (h) Perform Environmental Engineering feasibility and cost studies and prepare Preliminary Engineering Report (PER's) and final design packages for environmental, energy, and other engineering-related projects at MSFC and other designated sites. (i) Provide field sampling and field analytical services for site assessments, remedial investigations, and other environmental assessments, including preparation of quality assurance and sampling plans. Assessements may include preliminary identification and characterization of contaiminant sources and a preliminary determination of the vertical and horizontal extent of contamination. The field sampling and field analytical services will also be used to locate and characterize leaking underground storage tanks. (j) Perform field investigations, environmental studies, treatability tests, demonstration projects, corrective measures studies, feasibility studies, engineering design documentation, and construction oversight of the above studies when necessary. The environmental projects of concern could include air emissions, wastewater treatment and effluents, hazardous waste management, site remediation, PCB transformer management, spill prevention and assessment, and environmental monitoring. (k) Prepare proposed plans, records of decision (RODs), and other documentation as required under RCRA and CERCLA. (l) Perform risk assessments and risk evaluations. Also, perform natural resource damage assessments under CERCLA and other regulatory programs. (m) Ensure proper NEPA compliance on environmental activies, and prepare appropriate NEPA documents for activities at the MSFC and other designated sites. NEPA documentation may be required to assess NASA projects for impacts and include data acquisition and modelling for understanding and projectings risks. (n) Perform analytical laboratory tasks including site visits for collecting samples. Perform water, wastewater, solid, air, or other material testing or characterization using short-term or continuous laboratory field analytical methods. Prepare quality assurance and sampling plans. Appropriate testing, analytical, and quality assurance methodologies should be used to levels required by EPA, and which may include Level IV quality assurance of analytical services on field samples where prescribed by CERCLA guidelines. Detailed reports of the results should be submitted to the MSFC personnel. (o) Assist MSFC in improving its analytical laboratory capabilities. Provide design, operational, and quality assurance expertise. (p) Provide community relations support by developing strategies, conducting public meetings, creating fact sheets, maintaining information repositories, conducting demonstrations and site tours; produce educational videos, slides, and other audio-visual aids and handouts as needed; and conduct community relations training. (q) Prepare contingency and spill plans under RCRA, the Clean Water Act, and other environmental regulations. (r) Document performance and prepare performance evaluations of water, wastewater, waste, or emission treatment facilities. Prepare recommendations for proper operation and/or design modifications including related studies as appropriate. Evaluate, develop, and improve Investigative Derived Wastes (IDW) Plans. (s) Perform corrective actions utiliting innovative technology to meet MSFC cleanup goals. Tasks shall also include oversight, performance verification, and reporting. (t) Maintain and operate water, wastewater, waste, or air emission controls or treatment systems or process units. -- The work required will be primarily environmental science and engineering in nature, such that a large multidisciplinary staff will be required. SIC Code 8711 and $2.5M applies. In responding to regulatory requirements, deadlines are critical. The selected A-E shall have substantial in-house capabilities. The selected contractor shall show extensive experience in providing necessary services for compliance with environmental laws by federal facilities. Offerors should show in their SF254 and SF255 submittals that they have performed successfully in significant environmental investigation, analysis, monitoring and restoration projects dealing with federal facilities as listed in about items (a) through (t). Safety records of the prime and any subcontractors will be a consideration under past performance. An open requirements type contract will be awarded to a single firm, and work will be carried out by individual task orders. The contract will be for an initial one-year period with options for two one-year extensions. The value of work performed is anticipated to be $5 million dollars annually. Individually funded task orders will specify the scope of work, reports, materials, schedules, and other items that are required. The services required are not set-aside for Small Business. Architect-Engineer firms which meet requirements described in this announcement AE-4 (99) are invited to submit a completed Standard Form 255, Architect-Engineer and related Services Questionnaire for Specific Project, and appropriate data as described in Numbered Note 24 to the address shown above no later than April 26, 1999. Evaluation criteria and all other provisions of Numbered Note 24 shall apply to this notice except that (a) in the sentence beginning "Selection of firms for negotiations," the fourth additional consideration listed is changed to read:"(4)past experience, if any, of the firm with respect to performance on contracts with NASA, other Government agencies and private industry;" and(b)in the last sentence "National Aeronautics and Space Administration" is substitued for "Department of Defense". This notice is intended to provide sufficient information for preparation of a Standard Form 255. All firms that respond must submit their Standard Form 255 based on information contained in this notice and should not contact MSFC officials by letter or telephone to request additional information.
