Geological Survey, National Mapping Division (NMD) has a requirement
for commercial off-the-shelf (COTS) software to support the inventory
management, order entry, order processing, and customer accounting
functions involved with managing NMD's inventories of products and the
dissemination of those products. The COTS software provided shall
require little or no modification or customization. Period of
performance is for a basic period of twelve (12) months and includes
four (4) one-year option periods. The base year includes the delivery
and installation FOB destination to Denver, Colorado, one-year
maintenance, training, and Evaluated Optional Requirements for
interfaces for implementation and support services. Option years I
through IV include maintenance and training. Optional items during the
option years include additional functionality at the first
installation site and/or installation of the COTS software and training
at additional locations, as well as maintenance and support services at
some or all installed locations. Optional sites for software delivery,
installation, and training include Reston, VA, Washington, D.C., Sioux
Falls, SD, Menlo Park, CA, Rolla, MO, Salt Lake City, UT, Spokane, WA,
and Anchorage, AK. Before award, the otherwise successful offeror
will, at the Government's option, be required to pass a demonstration
of satisfactory performance of the COTS software. After award, delivery
and installation of the software shall be completed within 45 calendar
days after award date of the contract. This software will replace
customized COTS software, the Inventory subsystem of the Federal
Financial System and the custom software that the Government has
developed around it. The current hardware will be replaced by two Sun
450 servers (one for production, one for testing and backup) running
the current version of Solaris, Oracle RDBMS, a shared 109-gigabyte
RAID disk array, and other hardware more fully described in the RFP.
(The proposed software shall use the Government furnishedequipment or
furnish all hardware required to meet the Government requirements.) The
system is connected to the Novell local area network, which in turn
connects to the USGS wide area network. Connected to the system are
postage machines, various printers, Intermec spread-spectrum
radio-frequency data communication hardware; point of sale retail sales
systems and Verifone credit card machines are in use but not integrated
with the present system. The Government has approximately 250
registered users, some of whom are at remote locations, and
approximately 60 concurrent users at peak use periods. The current
system processes an average of 2000 orders per week, $8 to $10 million
in annual sales; the inventory has approximately 100,000 different
items, some of which have multiple locations. The current database (in
Ingres) occupies approximately 13 gigabytes. Issue and due date
