Air Education & Training Command (AETC) Contracting Squadron is
seeking qualified small businesses, 8(a) contractors, SDB contractors,
historically underutilized businesses, women-owned businesses, and
historically black colleges and universities and minority institutions
under SIC Code 8744 (Size Standard $20 million) to participate in an
Office of Management and Budget (OMB) Circular A-76 Cost Comparison
study. The study will consist of looking at all personnel, equipment,
tools, materials, supervision, and other items and services necessary
to perform selected service functions, identified below, for the 37th
Training Wing at Lackland AFB, TX. This is the initial market research
phase of the study. The A-76 study will involve a performance based,
outcome-oriented source selection competition among offerors, with AETC
selecting the offer that represents the overall best value to the
Government. AETC will then compare the selected offer with the
Government_s in-house offer and select the lower price of the two. THIS
COST STUDY WILL NOT RESULT IN A CONTRACT AWARD IF GOVERNMENT
PERFORMANCE IS CONSIDERED MORE ADVANTAGEOUS. If the results are to
contract out, AETC will award only one major contract. AETC is
considering the feasibility of setting-aside for small business one of
the functions, Marketing and Publicity, in which case a separate award
would be made to a small business firm for this one area, with the
remaining functions falling under a separate contract award. Please
note that AETC has not yet made a decision as to whether the potential
acquisition will be set-aside and thus it reserves the right to
determine the appropriate method of procuring the services based upon
its analysis and evaluation of the responses to current market
research. A cost plus incentive type contract is contemplated for the
major BOS component. The functional groupings, to support the
infrastructure at Lackland AFB as well as requirements being
incorporated from the Base Realignment and Closure of Kelly AFB TX
aredefined as follows: (PLEASE NOTE THAT THESE AREAS MAY NOT BE ALL
ENCOMPASSING) 1) Communications, including DSCS Maintenance, BISS
Maintenance, maintenance control, secure communication maintenance,
telephone inside and outside maintenance, non-hardened cable
maintenance, land mobile radio, support flight, publishing,
plan/implementation flight, information systems flight, base network
control center, information protection, admin communications and
telecommunication center. 2) Services, including, resource management,
military support to include combat support, physical fitness,
recreation center/ITT, recreation support, general libraries, arts and
crafts, and outdoor recreation. 3.) Transportation to include combat
readiness. 4.) Civil Engineering, to include dormitory management, air
base operability readiness, engineering, housing,, resources, and
environmental. 5.) Supply, to include munitions, management and systems
flight, materiel storage and distribution flight, material management
flight, fuels management flight, and combat operations flight. 6.)
Personnel _ military personnel flight, civilian personnel flight,
education services flight, and family support center. 7.) Logistics
Support. 8.) Operations Support, to include life support, weather
flight, current operations flight, and quality assurance. Only offerors
interested in submitting a proposal for the entire requirement should
respond with a _capability statement_ identifying their size status and
detailing all of their relevant technical qualifications. In the
capability statement, firms should include, as a minimum: 1)
Information relative to past performance and experience, both
governmental and commercial, in performing major operating and
maintenance contracts. This information should include detailed
references (contract numbers, descriptions of services, types of
contracts, and points of contact, to include the names and phone
numbers) of major clients; 2) Experience and capabilities in managing
a large and functionally diverse workforce; 3) Experience and
capabilities in mobilizing an extensive and varied work force,
including personnel at management level, in a new geographic area; 4)
Information regarding the firm_s accounting system, including its
adequacy to track costs for a cost reimbursement or fixed-price
incentive (firm type) contract; and 5) Information demonstrating the
firm_s ability to finance a large service contract. This information
should include sufficient financial capacity, working capital, and
other financial, technical and management resources to perform the
contract without financial assistance from the Government.
Documentation should provide evidence of sufficient capital and cash
flow to carry the government account receivable for at least 90
calendar days from government receipt of a proper invoice. In addition
to the capabilities statement, the firm should include it_s name,
address, and a point of contact (POC), as well as the POC_s telephone
number, FAX number, and e-mail address. Please ensure that AETC
receives the capabilities statement not later than close of business 24
