technical, and management support services for Command and Control (C2)
Systems. Technical services in data communication, transmission,
distribution and management support in the conduct of a Technical
Management Assignment (TMA) and In-Service Engineering Assignment
(ISEA) in support of the Space and Naval Warfare Systems Command,
Command and Control and Communications. C2 systems include but are not
limited to Joint Maritime Command Information System (JMCIS) 98 Ashore
and Afloat, Global Command and Control System -- Maritime (GCCS-M)
Information Technology for the 21st Century (IT-21) and associated
Joint Systems such as TAC Mobile. Support tasks under this requirement
include: 1) Project Management; 2) Configuration and Data Management;
3) System Engineering; 4) Logistics; and 5) Security Engineering
Support. The Government estimates a potential level of effort of
approximately 389,000 straight time and 36,500 overtime labor hours
over a 60 month period. Type of contract will be anindefinite delivery,
indefinite quantity, cost-plus-fixed-fee (IDIQ-CPFF) for a base year
plus four option years. Evaluation criteria includes such factors as
Small Business, Small Disadvantage Business, and Woman Owned Small
Business (SB/SDB/WOSB) Participation; Past Performance; Corporate
Experience; and Management Plan. Contractor requirement includes
possession of a minimum of 30,000 square feet environmentally
controlled facility within a 50-mile radius of SPAWARSYSCEN,
Charleston, SC. Facility Clearance of Secret will be required for
performance. This requirement is a 100 percent Small Business
Set-Aside. The applicable Sic Code is 4813 with a size standard of not
more than 1,500 employees. The Government reserves the right to make
multiple awards if it is determined to be in the best interest of the
Government. All responsible sources may submit a proposal which shall
be considered by the agency in response to this solicitation. It is
anticipated that the solicitation will be available on or about 02 May
1999 on the SPAWARSYSCEN Charleston RFP web page address link below.
