The Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station, Panama City, Florida, intends to award a sole source, requirements type, indefinite quantity contract to Lockheed Martin Federal Systems (LMFS), Owego, New York, for engineering services in support of the Organic AMCM Systems and CH-60S Helicopter Integration. The purpose of this effort is to ensure the integration and interoperability of five separate AMCM Sensors on the CH-60S Helicopter. This acquisition is not suitable for full and open competition for the following reasons: (1) LMFS, Owego is the sole developer and integrator of the avionics and C4I Suite on the SH-60R Helicopter; (2) The only difference between the CH-60S and SH-60R Helicopters is the basic airframe; (3)This acquisition is for continued provision of highly specialized services within the meaning of FAR 6.302-1(a)(2)(iii); (4) Only LMFS, Owego possesses the unique knowledge base and expertise necessary to ensure successful integration of these systems.
