Government intends to establish a accident incident Emergency Response
Services in support MinuteMan III and Peacekeeper ICBM Liquid
Propellant Propulsion Post Boost Control Systems. These systems contain
energetic, toxic, hypergolic propellants requiring specialized response
capabilities. The anticipated services will augment existing AF
capabilities with total integration of contractor resources as a
minimum requirement. Must have multi-state capability Utah, Wyoming,
Montana, North Dakota, Nevada, California, Idaho, New Mexico. Light and
heavy hazardous load recovery. Light and heavy vehicle recovery.
Permitted for hazardous cargo transport multi-state. Small boom crane.
Level A certified recovery during all phases. Licensed for disposal of
hazardous materials. Equipped with decontamination capabilities. Must
be capable of 2 hour, no notice response to Ogden Air Logistics Center
at all times. FE Warren AFB, Cheyenne WY; Minot AFB, Minot ND;
Malmstrom AFB, Great Falls, MT; Vandenberg AFB, Lompoc,CA; White Sands
Test Facility, Las Cruces, NM and point between. These exercises are
designed to test, in a training environment, complete capabilities
required to satisfy Air Force requirements of various liquid rocket
propulsion accident scenarios. Corporate infrastructure that supports
continuous operation. consistent with current business, activities
viable financial. Purchasing department; Provide incident/accident
reports; financial reports-contractor format. Support planning meetings
at identified locations as directed by AF. Must be certified by EPA and
state and local authorities. Basic contract plus 4 one (1) year
options. The approximate issue/response date will be 20 APR 1999. No

from the requestor are acceptable. All responsible sources solicited
may submit a bid, proposal, or quotation which shall be considered.
This proposed procurement is under a 100 percent small business set
aside, the size standard for which is 500 employees. An Ombudsman has
been appointed to hear concerns from offerors or potential offerors
during the proposal development phase of this acquisition. The purpose
of the Ombudsman is not to diminish the authority of the program
director or contracting officer, but to communicate contractor,
concerns, issues, disagreements, and recommendations to the appropriate
government personnel. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
