Robinson, Contract Specialist The Federal Bureau of Investigation
(FBI) intends to negotiate a firm-fixed price, follow-on contract with
Jeanneret & Associates, Inc., 601 Jefferson, Houston, TX, for one year
and one additional option year. Jeanneret & Associates, Inc., has
developed a new Performance Appraisal System (PAS) for the FBI in the
ongoing contract which is due to expire August 31, 1999. Under this
follow-on procurement, Jeanneret & Associates, Inc. will provide an
employee development component to assist FBI employees and supervisors
in identifying specific work-related skills requiring further
development and to provide the means through which those skills may be
enhanced. The contractor will also provide a comprehensive training
program to ensure that FBI personnel are effectively trained in the use
of the new PAS and the employee development component. Specifically,
the Contractor shall develop instructional materials, such as an
Employee Development Manual, a Coaching guide for supervisors, and a
series of Job family development resource handbooks. The PAS training
will include an overview of the mechanics of the process, but the
training will include comprehensive segments in such areas as effective
coaching skills and recognizing/diagnosing employee performance
deficiencies. Included will be separate specialized training sessions
for FBI Points of Contact/facilitators, FBI managers, and full-time
training instructors, as well as the first two training sessions for
FBI rating and reviewing officials being monitored. Support of this
training program will require the production of a FPC/Facilitator
Handbook, employee orientation materials, a Management Handbook, an
Instructors' Manual, practice vignettes and training guides, scripts
for videotapes, and trainee certification materials. This notice of
intent is not a request for competitive proposals. Interested parties
may identify their interest and capability to respond by submitting a
proposal to include technical qualifications and experience/pricing and
any other information to the Contract Specialist listed above. A
determination by the Government not to compete this requirement is
based upon response to this notice and is solely within the discretion
