COMMERCE BUSINESS DAILY ISSUE OF APRIL 2,1999 PSA#2316NEXT GENERATION MISSION MODELING (NGMM) REQUEST FOR INFORMATION (RFI)
The Office of Aerospace Studies is conducting market analysis to
identify issues relevant to aerospace combat mission models, and to
determine the action needed to improve mission modeling capability.
There are currently three mission-level models in the Air Force
Standard Analysis Toolkit: Extended Air Defense Simulation (EADSIM),
SUPPRESSOR, and Simulated Warfare Environment Generator (SWEG). To
varying extents, these models do not currently accommodate the full
desired range of key mission-level variables in areas of Theater
Environments, Aircraft, Weapons, Ballistic Missiles, Ground Assets, Sea
Assets, and Space Assets. These models also simulate, in varying
degrees of fidelity,+ the movements of Aircraft, as well as the
movement of Ground, Sea, Ballistic Missile, and Space Assets. Other
elements a mission model must simulate include Command and Control,
Communications, Intelligence Surveillance Reconnaissance (ISR), and
Damage Assessment. Integral to these models is Target Detection and
Tracking, Target Engagement characteristics and Electronic Warfare.
Beyond Electronic Warfare, the effects of Information Warfare must be
considered. Another desirable mission-level model feature is ease in
Scenario Set-Up, Execution, and User/Model Interfaces. The Air Force is
interested in obtaining information about operational mission models,
including commercial-off-the-shelf (COTS) mission models that may
exist. Models submitted for consideration should address either the
entire scope or a significant segment of Air Force missions and
capabilities listed above. Alternatively, information is being sought
about existing key model modules that can facilitate functional
integration and enhancements to existing models. Products submitted for
consideration must be operational with a track record of proven
performance. Priority consideration will be given to existing fully
capable models first and individual model modules second. Interested
parties are invited to submit information pertaining to commercially
available mission-level software or modules, particularly information
on software capabilities, operating systems supported, hardware
platforms supported, system requirements, data input and output
formats, dependencies on other support software (i.e., compilers,
interpreters, visualization tools, etc.), Y2K compliance, price,
technical support, customer base, user group activities, software
development history, and studies which have verified, validated and
accredited (VV&A) the software code. Information should be submitted
NLT 1500 EST on 19 April 1999. Responders to the Request for
Information (RFI) should submit information to SURVIAC, ATTN: NGMM

industry day will be held on 4 May 1999 at Wright-Patterson AFB to
present an overview to the study. For additional information regarding
