of The Chief of Naval Operations (Director, Air Warfare, N88) is
seeking information on existing or in-development technologies that
address one or more of the 57 Naval Aviation future required
capabilities. Naval Aviation is in the midst of exciting revolutions in
strike warfare and network centric warfare, both of which are being
driven by advancing technology. To successfully meet these challenges
N88 has instituted a technology transition planning process. This
request for INFORMATION is for the purpose of identifying, and
obtaining information on, available technology solutions. Informational
responses to this notice will enable the Navy to begin planning for
transitioning selected technologies into aircraft, air launched weapons
and supporting systems and to revise future requirements to take
advantage of emerging opportunities. Information is solicited from DoD,
federal agency, and industry sources. Technology programs for which
information is submitted are requested to satisfy the following
criteria: 1) Are currently funded, or are completed and are awaiting
opportunities for engineering and manufacturing development, 2) Offer
a significant performance or affordability enhancement in one or more
of the 57 future required capabilities, and 3) Are sufficiently mature
to be operationally fielded, or part of a system enhancement that is
operationally fielded by not later than 2010. A copy of the Naval
Aviation future required capabilities and their descriptions may be
viewed at www.hq.navy.mil/airwarfare/s&t/S&T%20Table.htm. Sources
submitting information, on programs which meet the stated criteria,
will gain visibility at the Chief of Naval Research and Director, Air
Warfare for their technology programs. This will also enable them to
interface with a broad spectrum of the Naval Aviation community (S&T,
Acquisition and Requirements). The information shall be submitted in
the following format, not to exceed 3 pages in total length. NAVAL
AVIATION TECHNOLOGY PROGRAM INFORMATION SHEET 1) Emphasis Area
(indicate the one that best categorizes your program): a) Coherence, b)
Lethality/Precision, c) Safety/Other, d) Mechanical/Propulsion.
Coherence includes all aspects of Command, Control, Communications,
Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) that
enables warfighters to effectively apply the full spectrum of combat
capabilities to shape and dominate the battlespace. Improvements in the
Lethality/Precision area as a result of advanced weapons systems and
new onboard and offboard systems will, by an order of magnitude
increase the combat capability of the Navy. Innovations in aircraft
Safety will reduce the single biggest driver of aircraft mishaps and
allow our aviators to perform at an even higher level.
Mechanical/Propulsion refers to new technology developments in
airframes and engines. 2) Performer / Sponsor Data: a) Date, b) Project

Address, g) Program Type (e.g., SBIR, ATD, IR&D, ILIR, 6.1, 6.2,
Contract R&D, etc.), h) Funding Sponsor. 3) Naval Aviation Need
Addressed (The proposed technology must provide performance and/or
affordability enhancement for one or more of the 57 Naval Aviation
future required capabilities. What problem does this technology
address? What is the expected benefit this technology provides to the
Navy? 4. Technical Approach. How is this technology program addressing
the problem? Is there other work going on that complements this
effort? What is the planned product (documentation, hardware/software
demos, etc.) at the conclusion of the technology effort? 5. Transition
Path into a Naval Aviation System (must meet IOC of 2010 or sooner)
When can EMD begin (year)? What system / platform would the product be
integrated into, and how could it be integrated? 6. Funding All
programs: only submit programs that have funding applied in FY99 or
have been completed. Navy programs: amount of FY99 funding applied. The
