Hershey (410) 962-0174 Under 10 U.S.C 2688 UTILITY SYSTEMS: Conveyance Authority, the Government seeks a Company (regulated or non-regulated) to own, operate and maintain Electrical, Natural Gas, Water, and Waste Water distribution and collection systems. The intent of the Government is to transfer ownership of the above utilities to a company with capabilities of owning, operating and maintaining these systems. However, prior to issuing the Final Request for Proposal (RFP), the Government is issuing a draft RFP to solicit comments from industry. At this time, it is our intent to improve the contractor community's understanding of the Government's requirements, including proposed contract type, terms and conditions, feasibility requirements; the suitability of evaluation criteria, including the approach for assessing past performance information; and any other industry concerns or questions. Copies of the Government's requirements will be posted on the Baltimore District's web site and can be downloaded. Hard copies will notbe provided without written certification that Internet capability is unavailable. Copies can also be requested through the E-Mail address. Site visits will be conducted during the week of 3-6 May 99. Information regarding the site visits can be found on the web site. There will be a Pre-Solicitation Conference on 11 May 99, at DLA Headquarters Complex, Ft. Belvoir, VA.
