DESC: The Navy seeks to identify responsible sources and obtain
information in regard to privatization of utility systems in accordance
with 10 USC 2688, "Utility Systems: Conveyance Authority." MCB Camp
Lejeune is seeking interest and information specifically for the
privatization of the water and wastewater utility systems. The
resulting privatization will include assumption of ownership,
operation, and maintenance, and an obligation to continue the service
for an indefinite and ongoing period. Should privatization result, the
ownership of the utility systems, including all operating
responsibility shall transfer to a regional or municipal utility or to
a private company. All responsibility for maintaining reliable
service, including such items as environmental compliance, maintenance
costs, major system renovations, construction, equipment, manpower,
and overhead costs shall become the utility provider's responsibility.
It is intended that privatization will reduce the Navy's life cycle
costs. The following is provided only to give an approximation of the
size and general description of the systems. Any numbers may only be
estimates for this purpose. Potable Water System: Potable water is
supplied to the majority of the MCB Camp Lejeune complex from
seventy-eight groundwater wells. The Rifle Range and other outlying
sites purchase potable water from Onslow County. Approximately 14 miles
of raw water transmission mains transport raw water to five independent
water treatment plants that have a combined treatment capacity of 13.2
mgd. The water distribution system consists of approximately 400 miles
of pipe and 28 storage tanks with a combined storage capacity of 15.8
million gallons. Domestic Wastewater System: Wastewater generated at
the MCB Camp Lejeune complex is treated at an advanced wastewater
treatment plant with a permitted capacity of 15 mgd. Treated effluent
is discharged to the New River and sludge is land applied on-site. The
average daily flow is approximately 6 mgd. The plant became
operational in 1998. The collection system consists of approximately
270 miles of gravity lines and force mains up to 36-inches in diameter
and approximately 150 lift and pump stations. This Request for
Information (RFI) is a required component of a complete and systematic
process to evaluate interested parties under the Department of the
Navy's utilities privatization program. In order to minimize costs both
to potentially interested parties and the Government, this notice is
being issued to determine the interest and feasibility of proceeding
with a formal request for proposals. Should insufficient credible
interest be identified for a privatization action, it is highly likely
that no formal solicitation will be issued. Should interest be
determined sufficient, a formal request for proposals may be
forthcoming. Interested parties should provide a statement of interest
on company letterhead (not to exceed 20 pages in length, printed on
one side only, and double-spaced) by 5/21/99. The statement shall
include as aminimum the following criteria: (1) capability and
experience in the ownership, operation, and maintenance of similar
systems; (2) financial capacity to purchase, expand, and operate a
utility system; (3) a statement showing its understanding of an
obligation to provide continuous utility service; (4) understanding of
any applicable state or local utility laws or franchise requirements,
and capability of complying with such requirements; (5) understanding
of the federal, state, and local environmental laws and regulations
and its familiarity and experience with environmental compliance
procedures and regulations for the State of North Carolina and US
Environmental Protection Agency, Region 4. The Government does not
intend to issue a conveyance document on the basis of this announcement
or otherwise pay for the information solicited. It should be noted that
individual RFIs for different utility systems may be issued in the same
time frame. A separate response to each RFI is required. An optional
one-day sitevisit will be held on 4/21/99, interested parties should
report to Building 1202 at 0900 hours. The point of contact concerning
the site visit is Mr. Steve Soller, (910) 451-5024. It is required
that interested parties RSVP with Mr. Soller at least one week prior to
the site visit. The number of persons attending the site visit is
