202-493-6130 The Federal Railroad Administration (FRA) has a
requirement to train its Motive Power and Equipment (MP&E) safety
inspectors and specialists to adequately monitor the safety of a
combination of air brake systems: pneumatic; pneumatic-electronic, with
and without telemetry, and computer-controlled micro-processor air
brake systems. Since the FRA does not possess the equipment nor the
expertise necessary to develop and deliver such a course of study, the
FRA seeks a qualified contractor to work with its MP&E specialists to
design, develop, and deliver a micro-processor air brake course that
would be particular to FRA's needs. Speifically, the FRA seeks a
contractor to design and develop a course that will provide FRA's MP&E
inspectors and specialists with training on New York Air Brake
Company's CCB (Computer-Controlled Brakes) and CCB II, Westinghouse Air
Brake Company's Epic 3102 and EPIC II electronically-controlled air
brakes on locomotives, as well as an overview of the following other
elecronic-telemetric braking system technologies for locomotives,
freight cars, and/or passenger cars: o Transportation System Modules
Company's Electronic Car Air Brake Control Systems; o Distributed Power
System (DPU) Integrated and Locotrol IV Systems; o Overview of modern
locomotive event and function recording; and o Crew alertness control
systems. The course must be delivered by contractor trainers at the
contractor's facilities. FRA anticipates a total of about 125
inspectors attending the course, with approximately 21 attendees per
six sessions desired by the FRA, for which the contractor must be
prepared to deliver on the following dates: o Session 1 -- May 3-7,
1999 o Session 2 -- May 24-28, 1999 o Session 3 -- June 14-18, 1999 o
Session 4 -- August 16-20, 1999 o Session 5 -- October 25-29, 1999 o
Session 6 -- November 15-19, 1999 The course length should be limited
to a total of 36 hours per 1-week session, with Monday through Thursday
being 8 hours of training per day and Friday being only 4 hours of
training to allow training attendees adequate time to travel back to
their respective destinations. The contractor must provide both a
classroom and a laboratory with instructional models of the various
types of air brakes and other equipment involved, such as locomotive
cab and equipment control stands (with computers) and "mock-ups" of
operating levers, controls, breakers, switches and LCD screen displays
featuring all computer-controlled braking interfaces. The courseware
and participant guides to be developed by the contractor shall be
modular, with learning objectives encompassing the following: o System
overviews o System components o Functional system operation o
Diagnostics and troubleshooting o Physical location of equipment o
Operational overviews o Set-up of procedures: lead and remote
locomotives o System linking and testing o Operating modes o Failure
modes o Union Pacific Quick Tips (Troubleshooting Guide) The FRA's
