Reduction Agency (DTRA) is seeking contractors with the capability to
plan, develop, integrate, manage, and ensure successful completion of
the entire Russian liquid-fueled intercontinental ballistic missile
(ICBM) and SS-24/SS-25 mobile launcher elimination project. The
contractor will have the responsibility for development, execution, and
integration of five near-simultaneous sub-projects: the SS-18 ICBM
sub-project, the SS-17 ICBM sub-project, the SS-19 ICBM sub-project,
the SS-24 rail mobile launcher sub-project and the SS-25 road mobile
launcher sub-project. The SS-18 ICBM sub-project includes elimination
of approximately 200 missiles (180 deployed) and 90 silos/launchers
deployed at four locations. The SS-19 sub-project includes elimination
of up to 82 missiles (55 deployed at 2 locations). The SS-17
sub-project includes elimination of up to 86 missiles currently in
storage at a single location. The SS-24 rail mobile launcher
sub-project includes elimination of up to 36 launchers. The SS-25 road
mobile launcher sub-project includes elimination of up to 262
launchers. The contractor will be responsible for a myriad of tasks, to
include: extracting deployed missiles from silos; defueling and/or
preparing missiles for shipment; loading and shipping missile
fuel/oxidizer to the fuel/oxidizer storage or disposition facility;
loading and shipping missiles to the elimination and dismantlement
facility; operating the missile elimination and dismantlement facility;
documenting and verifying dismantlement of the missiles; destroying,
dismantling, and eliminating silos/command posts and other
infrastructure and providing technical restoration at the missile
launcher sites; documenting and verifying dismantlement of the
silo/command post launchers; transporting mobile launchers to the
mobile launcher elimination and dismantlement facility; operation of
the mobile launcher elimination and dismantlement facility; documenting
and verifying dismantlement of the mobile launchers; and providing
complete integrated logistic support for all operations for the entire
project. The contract is expected to have a 7-year period of
performance. Due to missile technology proliferation concerns, work on
this procurement is restricted to US and Russian firms. All requests
