The service provider shall provide fourteen (14) personnel to assist in
operation of multiple service craft vessels in support of NAS
Pensacola. The vessels currently used for NAS Pensacola training
operations include the following: two (2) 150-ton Parasail Launch
Platforms; and nine 41-foot Monark Parasail Tow / Pick-up boats. The
contractor shall provide personnel to assist operation of a Parasail
Launch Platform and six fully operational Parasail Tow/Pick-up Boats.
These operations include Parasail, drop and drag, helicopter hoist,
helicopter jump, one man and 20 man life raft training and bay to bay
swim. The work stated herein shall be performed at Naval Air Station
Pensacola (Pensacola Bay). The service provider will be required to
phase-in personnel beginning in May 1999 and continuing through
September 1999. The term of this contract is from date of award through
30 September 1999. Normal operations will be conducted from 0700 to
1630 Monday through Friday. The solicitation will provide partial
interim service support for NAS Pensacola. The Government intends to
solicit and award a long-term follow-on contract in October 1999, to
include the following operations: Helicopter Landing Trainer (HLT) Boat
Operations; Yard Patrol Craft Boat Operations; Parasail Boat
Operations; and Oil/Fuel Spill Response Operations. The follow-on
requirement may require personnel and maintenance support services. 2.
The Government intends to solicit and award a contract utilizing
Commercial Item Format (FAR Part 12) within the parameters of the Test
Program for Certain Commercial Items (FAR Part 13.5). The Government
intends for this requirement to be a small business set-aside. The
solicitation issue date is o/a 6 April 1999. The Government intends to
have a site operation survey (Parasail Demonstration) o/a 15 April
1999 in Pensacola, Florida. Interested firms must submit a request for
