requires 11,210 pounds of thermal insulating compound and 256 pounds of
sealing compound hardener to be applied to the exterior MK 80 series
G.P. bombs that are explosively loaded with H-6 explosive. The compound
and hardener provides protection while being transported on Naval
Aircraft Carriers and gives Fire Fighting personnel a minimum of eight
minutes time before the explosive reacts to propagate a fire,
deflagration, detonation or explosion. This requirement is being
solicited on a sole-source basis from Textron Systems Corporation, 201
Lowell St., Wilmington, MA 01851 since this company is the only source
that is listed on QPL-81904-5 dated 11 Jun 1990; therefore, this is the
only product and vendor that can be used for this application based
upon various test criteria such as fast fuel cook off time, thermal
efficiency, environmental effects, hardness and durability. Delivery is
F.O.B. Destination to NSWC 45 days after contract award. It is
anticipated that a fixed priced purchase orderwill be awarded using
Simplified Acquisition Procedures (SAP). FAR Part 12 procedures will
not apply. It is anticipated that a formal Request for Quote will not
be issued. The total Small Business Set-Aside has been dissolved in
accordance with FAR 13.105. All responsible sources may submit an offer
