NASA, Goddard Space Flight Center's Wallops Flight Facility (GSFC/WFF) is issuing a Request for Proposal (RFP) for services for management, operation, and maintenance of aircraft located at GSFC/WFF. Under the proposed contract, the Contractor will be required to provide the necessary personnel, material, and equipment (not otherwise furnished by the Government) for the quality management of aircraft services to include (a) aircraft operations and maintenance of assigned aircraft; (b) aircraft line services; (c) operation, inspection, preventative maintenance and minor repairs of ground support equipment, (d) operation of an airport control tower at GSFC/WFF; (e) the furnishing of materials/parts and (f) aeronautical design support required for the operation and maintenance of aircraft and support equipment. The proposed contract type will be Cost plus Incentive Fee. Historical staffing and flight frequency profiles are set forth in exhibits attached to the RFP. The provisions and clauses in the RFP are those in effect through FAC 97-10. It has been determined that in accordance with 10 U.S. Code 2304 and 41 U.S. Code 253, this procurement is being issued allowing Full and Open Competition. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The SIC Code and Size Standard are 4522 and 1500 employees, respectively. The DPAS rating for this procurement is DO-C9. The anticipated release date of RFP5-59733/614 is on or about April 16, 1999 with an anticipated proposal due date of on or about June 1, 1999. A Preproposal Conference/Site Visit will be conducted on or about April 29, 1999, 9:00 a.m. Eastern Time. Attendence is limited to no more than 3 persons for each offeror unless other arrangements are made with the Government Representative. Attendence at the Preproposal Conference/Site Visit is recommended but not required. All qualified responsible sources may submit a proposal which shall be considered by the agency.
