recognizes that because of strict Medicaid eligibility requirements,
many people with HIV/AIDS cannot access Medicaid services. To qualify
for Mediciad, people with HIV/AIDS generally must: Meet Social Security
disability criteria, and Meet official poverty level income standards
To meet the disabilty criteria, person with HIV/AIDS generally must
have full-blown AIDS. And to qualify on the basis of income, the
individual's income must be at or below the SSI level which is about
$500 a month, or must spend-down on a monthly basis to that level.
Based on these eligibility requirements, persons with HIV/AIDS cannot
qualify for Medicaid unless they are very poor and very sick. If
individuals do not have private insurance plans or have plans with high
deductibles, access to medical care or necessary pharmaceuticals are
