496-6546 The National Library of Medicine seeks to demonstrate the use
of the Next Generation Internet (NGI) capabilities in health care,
public health and health education, and biomedical, clinical and health
services research by supporting testbed networks linking hospitals,
clinics, health practitioner's offices, health professional schools,
health sciences libraries, universities, and/or public health
authorities to demonstrate revolutionary applications in healthcare,
health education and medical research which are dependent on at least
two of the following technical capabilities being developed for the
NGI: quality of service; medical data privacy and security; nomadic
computing; network management; and infrastructure technology as a means
for scientific collaboration. Project proposals must have a strong
evaluation component designed to improve understanding of the impact of
NGI capabilities on the nation's healthcare, health education and/or
research systems in such areas as cost, quality, usability, efficacy
and security. The NGI Project is a three-phase program. In 1998, NLM
awarded 24 purchase orders for Phase I project plans. Some or all of
these plans will be implemented in local testbed settings under Phase
II noncompetitive follow-on acquisitions. Phase I awardees are not
prohibited from submitting new proposals under this competitive Phase
II acquisition. This acquisition is for Phase II competitive Project
Proposals only. Phase II seeks to define NGI capabilities in health
care, public health and health education, and biomedical, clinical and
health services through the development of local or short distance
testbeds that will simulate the NGI. To demonstrate their scalability,
the NLM envisions that some or all of successful Phase II projects
will be implemented in nationwide or long distance testbed settings in
Phase III via noncompetitive follow-on acquisitions. BAA/RFP NLM
