notice constitutes a Broad Agency Announcement (BAA) as contemplated by
FAR 6.102(d)(2). This technical investigation was previously in the
Commerce Business Daily Net on March 5, 1999 under submission No.
305326, and published on March 9, 1999 in the CBD. Unless otherwise
stated herein, no additional written information is available, and no
formal RFP or other solicitation regarding this announcement will be
issued. Requests for the same will be disregarded. The Government
reserves the right to select all, some or none of the proposals
received in response to this announcement. This BAA shall remain open
for receipt of proposals from the date this notice is published until
the proposal due date of 14:00 EDT, 26 April 1999. Supporting

(17:00 EDT) 5 April 1999. I. INTRODUCTION. The Naval Air Systems
Command (NAVAIR) as the lead service, in conjunction with the United
States Air Force's Air Force Materiel Command (AFMC) (deputy service)
is announcing this BAA as an unclassified solicitation to investigate,
analyze, demonstrate, and evaluate current technologies that could be
used to meet, or demonstrate the ability to be evolved to meet, the
requirements defined in the Joint Tactical Combat Training System
(JTCTS) Operational Requirements Document (ORD). NAVAIR has been
developing a system to meet these requirements and, prior to entering
production, has been directed to perform a technical evaluation to
ensure that the Department of Defense has identified the best technical
solution to meet its rangeless training needs which minimizes technical
risk at the lowest life cycle costs. This analysis is to be based on
performance of real equipmentin a realistic environment to the maximum
extent possible. II. GENERAL INFORMATION. Through this BAA
competition, NAVAIR expects to make awards that address the following
technical and cost efforts: (1) A demonstration of the proposed
technology using actual equipment, primarily intended to focus on the
adaptive communication system, to establish its current capabilities
and potential for growth; (2) Preparation of a concept development plan
describing how the demonstrated technology could be evolved into a
system meeting the full requirements of the JTCTS ORD; and (3)
Preparation of a life cycle cost assessment identifying the expected
cost of using the demonstrated technology to fulfill the requirements
of the JTCTS ORD. These awards are subject to the availability of
appropriations. It is estimated that the value of any one award under
this announcement will be between $250K to $2.5M. All awards will be
based on merit competition. III. AREAS OF INTEREST. The following items
are brought to your attention:1) NAVAIR is formally notifying all
interested parties that it intends to use non-Government personnel from
Booz, Allen and Hamilton, Mitre, SVERDRUP, and Tecolote, and others in
support of the government's BAA proposal analysis and the government
led effort associated with the demonstration and technical
investigation. During the technical and cost proposal evaluation phase
these individuals will have access to the offeror's proposals. NAVAIR
is requesting the offeror's provide written concurrence to the
disclosure of proprietary information to all non-Government
participants supporting in the proposal analysis. All offeror's
proposals will be safeguarded in accordance with the terms and
conditions of FAR part 3.104-5. Names of non-Government participants
will be provided upon request. Each offeror is notified that they must
have an executed associate contractor agreement from the date of the
proposal receipt date to 10 Aug 1999 with Booz, Allen and Hamilton
prior to receipt of proposals, in accordance withFAR 9.505-4. If said
agreement is not included with the proposal, it will be deemed
non-responsive and returned. In addition, each offeror is notified that
they must have executed associated contractor agreements within one
week after contract award with the following government support
contractors; Mitre, SVERDRUP, and Tecolote, specific points of contacts
will be posted separately under the web site. These agreements must be
effective till 10 Aug 1999. If said agreements are not in place and on
file with the PCO within one week of contract award NAVAIR reserves the
right to terminate for default the awarded contract in accordance with
FAR Clause . Offerors are required to provide a copy of their proposed
associate contractor agreement that they plan on using with the named
support contractors as part of their proposal submission; 2) The
detailed technical and cost effort required in support of the requested
demonstration and technical investigation is provided under a document
titled "Statement of Objectives" found under the NAVAIR web site
previously shown above; 3) The contractor will propose its timeline to
ensure that all proposed efforts will be completed by not later than
10 Aug 1999; 4) Questions and Clarification requests concerning
information and material provided under this BAA shall be submitted in
writing or preferably via electronic mail to either of the POCs listed
at the bottom of this notice. The government reserves the right to
either respond or decline to respond to any inquires submitted to this
BAA. The deadline for submission of questions or clarification
requests concerning this BAA is 16 April 1999. Any questions or
clarification requests received on or after 17 April 1999 may be
answered at the discretion of the PCO. Offerors providing questions and
clarification requests are notified that these inquires will be posted
on the NAVAIR web site along with the government response within three
working days after receipt; and, 5) Submission of Classified Proposals
will not be accepted in response to this BAA. IV. CONTRACT TYPE. For
the purposes of this BAA, awards under this announcement will be a Cost
Reimbursement plus fixed fee as defined under FAR part 16.306. Provided
under the subject web site is the general Contract format terms and
conditions for this BAA effort. The offerors are required to review,
fill out, where applicable, the provided contract template, and submit
an original signed copy of the SF-26 plus the filled out contract
along with the offerors technical and cost proposal submission.
Proposals shall be valid for a minimum of 30 days after the published
closing date for submission of proposals. This contract template is not
subject to the terms and conditions of the offerors proposal page count
limitations. V. PROPOSAL REQUIREMENTS. The proposals, an original with
two (2) additional hard copies, plus two electronic copies, must be
submitted to the following address on or before 26 April 1999 at 14:00
EDT: Naval Air Systems Command, Code: AIR-2.4.2.3.1, Attn: Bethany
Germann, N00019-9BAA-1403, 47123 Buse Road, Unit # IPT, Suite 350,
Patuxent River, MD 20670-1547. Proposals received after this date may
not be reviewed. After review of the proposals submitted the Navy will
provide written feedback to the respective offeror. Full proposals
should be submitted in two (2) volumes: Volume I, Technical Proposal,
and Volume II, Cost Proposal. Contractors should apply the restrictive
notice prescribed in the provision at FAR 52.215-12, "Restriction on
Disclosure and Use of Data (APR 1984)", to trade secrets or privileged
commercial and financial information contained in their proposals.
Proposals will be evaluated by the criteria cited in Section VI.

site previously shown above. VI. EVALUATION CRITERIA. Detailed
instructions concerning the evaluation criterion concerning the

previously shown above. IMPORTANT ADDITIONAL INFORMATION FOR
PROSPECTIVE OFFERORS: Registration in the DODs Central Contractor
Registration (CCR) database will be a prerequisite for receiving an
award resulting from this Broad Agency Announcement. For more
information on the CCR, contact the CCR Assistance Center at
1-888-227-2423. The Standard Industrial Classification (SIC) code for
this BAA is 8711 "Engineering Services (Military and Aerospace
Equipment and Military Weapons)" with the small business size standard
of $20 million. No portion of this BAA has been set aside for
historically black colleges and universities or minority institute
participants, though their participation is encouraged. Small, Small
Disadvantaged, and Woman Owned businesses offerors are required to
identify themselves in their proposal cover letters. In accordance with
FAR 52.219-9, all large business whose total proposed costs exceed
$500,000.00 are required to submit a signed Small, Small Disadvantaged,
and Woman Owned Subcontracting Plan under their proposal. Proposals
submitted under this BAA will be evaluated in the order in which they
are received and may be accepted at any time within the timeframe cited
herein. Proposals will not be evaluated against each other since each
is a unique technology with no common work statement. There is no
commitment by the U.S. Government to make any awards, to make a
specific number of awards, or to be responsible for any monies expended
by the proposer before award of a contract/agreement. Awards will be
made, if it is deemed in the best interest of the government, between
7 to 11 May 1999. Information provided herein is subject to amendment
