represents the Naval Surface Warfare Center, Dahlgren Division's
(NSWCDD's) requirement for technical and engineering efforts to provide
Munition support for numerous Navy (including the US Marine Corps)
programs in various stages of development during a five-year period.
Programs to be supported include, but are not limited to, Naval Surface
Fire Support, Target Location Designation Handoff System, STANDARD
Missile, Minor Caliber Ammunition, Deck Launched Ordnance, Testing
Experimentation Assessment Modeling & Simulation, Extended Range Guided
Munition, and Marine Corps Weapons and Sensors. Efforts required
include systems engineering, software engineering, product engineering,
engineering support, training, and program documentation. Systems
engineering includes system engineering; requirements analysis and
allocation; system specification development; program planning and
schedule tracking; system simulation and modeling; technology
assessments; interface definition; weapon systems analysis;
producibility studies; concept exploration; and command, control,
countermeasure and integration. Software engineering includes computer
program development, computer system support, documentation imaging
and retrieval, information management, and artificial intelligence.
Product engineering includes product design, component fabrication,
assembly and component layout, prototype development, and test support.
Engineering support may include documentation support, data/database
management, configuration management, performance correlation
traceability, meeting support, technical report publication, and
graphics arts support. Specific Government requirements will be
specified in task orders to be issued under the anticipated indefinite
delivery/indefinite quantity type contract that will contain a
cost-plus-fixed-fee (term and completion) pricing arrangement.
Approximately 60 man-years of support are required during each of the
five performance years from the Program Manager (1); Senior Principal,
Systems, Computer, Project, and entry level Engineers (26); Senior and
Journeyman Technical Writers (8.5), Configuration Management
Specialists (3.5); Senior and Journeyman Technicians (6); CAD Operators
(6); Engineering Assistants (5); and Typists (3.5) labor categories.
Due to the potential future applications of systems/subsystems designed
under the prospective contract, the solicitation will contain an
Organizational Conflict of Interest Notification. This solicitation is
issued on an unrestricted basis. Proposals will be evaluated using
best value criteria including oral presentations. Individuals as well
as the contractor's facility must be cleared to the SECRET level for
performance of the Government's requirements set forth above. It is
desired that offeror's facilities be located within a 60-mile commute
from NSWCDD for meeting/conference support. Travel required during
contract performance includes, but is not limited to, Washington
Metropolitan area including Crystal City; Norfolk, Virginia;
CampLejuene, North Carolina; Camp Pendleton, San Diego, California; 29
Palms, California; Tucson, Arizona; and areas outside of CONUS such as
Hawaii, Japan and Europe. The SIC Code is 8711 and the Size Standard is
$20M. This is a follow-on requirement to NSWCDD Contract
N00178-95-D-1008 with Synetics Corporation, 540 Edgewater Drive,
Wakefield, MA 01880. Information pertaining to the Freedom of
