the U.S. Environmental Protection Agency intends to negotiate on a sole
source basis with Ted Johnson to perform development of ventilation
patterns for various demographic cohorts differing in attributes such
as age sex and disease status and provide them as software input
modules compatible with other models under development by the Agency.
The modules must be comparable to the state-of-the-science for
hazardous pollutant and Superfund assessments, ie., generalized to
larger event durations (e.g., 4 hour averages) from more sophisticated
hour-by-hour analyses that have been performed in support of the
National Ambient Air Quality Standards (NAAQS). The reason Mr. Johnson
is uniquely qualified is that he has developed the ventilation pattern
data bases that support the NAAQS and is familiar with various code
development that will likely be specified as the operating platform for
the software. In addition combination of his expertise in the
application of human exposure models to risk assessment particularly
the development of ventilation activity patterns for different events
that can be stratified by age, gender, demographics, etc., his
expertise with exposure measurements and models, and additional
expertise regarding translation of diary data to ventilation rates,
make Mr. Johnson uniquely qualified. THIS IS NOT A REQUEST FOR
