REQUEST FOR QUALIFICATIONS Professional Environmental Consulting
Michigan Superfund Sites PURPOSE The purpose of this request is for the
State of Michigan to obtain statements of qualifications from
professional firms able to evaluate Michigan's Superfund sites, and
then design and supervise the implementation of remedies for the
contamination at these sites. These services are needed to promote
remediation, redevelopment and reuse at sites of environmental
contamination. Professional firms responding to this request must be
able to perform remedial investigations, feasibility studies,
engineering designs, community relations needs assessment and plans,
natural resource damages assessments, potentially responsible party
searches within the state, contract specifications and bidder
evaluations, construction management and oversight including oversight
of building demolition. The state expects to award from one to three
Professional Services Contracts for level-of-effort projects for a
maximum of $20 million each over the six (6) year term of the contract.
Specific project assignments will be competitively bid among the chosen
firms. Only federally funded projects will be addressed through these
contracts. PROJECT/PROBLEM STATEMENT A number of Superfund sites have
been identified in Michigan. This includes sites appearing on the list
of contaminated sites authorized by Part 201, Environmental
Remediation, of the Natural Resources Environmental Protection Act
(NREPA), 1994 PA 451, as amended. Major steps in resolving the
contamination problems at these sites are remedial investigations and
subsequent feasibility studies and remedial design work and
construction management services. The professional services to be
performed during studies at these sites of environmental contamination
may include: (1) geophysical studies; (2) hydrogeological
investigations; (3) sampling and analysis of hazardous materials and
containers (waste piles, drums, tanks, etc); (4) collection and
analysis of soil, sediment, flora, fauna, water, and air samples; (5)
evaluation of sample data; (6) evaluation and development of disposal
and remedial alternatives; (7) preparation of environmental impact
statements; (8) remedial action design including development of
plans/drawings and specifications; (9) community relations needs
assessment and plans; (10) natural resource damage assessments; and
(11) construction oversight or construction management services. In the
course of performing this work, the professional firm may be required
to develop project work plans, safety plans, quality assurance/quality
control plans, and community relations plans. Professional firms will
be evaluated based upon the following criteria: 1. Staff Experience --
Relevant education and project experience in a variety of disciplines
in environmental engineering and sciences. 2. Dollar Volume -- The
capacity to perform work on many different projects at the same time to
a high standard of work. 3. Past Performance -- A proven work record of
achievement in performing technical and professional services for sites
of environmental contamination. The ability to solve problems
creatively and to communicate effectively. 4. Sampling, Lab Analysis
and QA/QC Ability to perform sampling and provide technical review and
QA/QC of State provided laboratory data. 5. Consultant/Subcontractor
Experience Ability to coordinate and integrate the use of
consultants/subcontractors into projects. To be considered as a
