The National Oceanic and Atmospheric Administration (NOAA), Systems Acquisition Office (SAO) has a requirement to acquire Strategic Analysis, Alternatives Development, Program Redesign and Strategic Cost Benefit Analysis for major systems or other Department of Commerce(DOC) management initiatives, and related acquisition services from the MITRE CORPORATION and the MITRETEK SYSTEMS, INC. of McLean, VA for a period of one year with four one year options. Initially the contract will provide support for the National Polar- Orbiting Operational Environmental Satellite System (NPOESS) Integrated Program Office (IPO), Advanced Weather Interactive Processing System (AWIPS), Automated Surface Observing System (ASOS), National Weather Service (NWS), Next Generation Weather Radars (NEXRAD) Product Improvement, NESDIS Ground System Engineering, National Ocean Service (NOS) Hydrographic Chart Data, Earth Science Data and Information System, and NOAA Virtual Data Systems. The majority of services will support the advance planning, design, and deployment for projects assigned to the Systems Acquisition Office by NOAA management and as such require the services of an organization that will not experience significant Organizational Conflicts of Interest (OCI) from any analysis and recommendations made to the SAO. Firms that believe they have the capability to provide organizationally conflict free Alternative Analysis, Systems Analysis, and IT Architecture Analysis and recommendations for new projects in the Definition Phase of the A-109 process must submit a brief capability statement to the address indicated within forty-five days of the publication of this announcement. In addition to addressing OCI, the capability statement must address your ability to support the mission of the SAO in the areas outlined above and within the published program schedules and ensuring the ability to work with the various agencies represented within the various programs of the SAO.
