The Naval Research Laboratory (NRL) has a requirement for hazardous waste disposal, laboratory analysis, and emergency services . The services to be accomplished safely are sorting, stabilization, spill clean-up, packaging, profiling, labeling, manifesting, transportation, and off-site (off NRL property) treatment and/or disposal of all items designated by NRL's Hazardous Waste Coordinator as hazardous waste (oil, water, asbestos, soil, and Polychlorinated Biphenyl (PCB)), waste chemicals and/or chemically contaminated equipment. This requirement requires the contractor to be able to provide the necessary emergency response within eight (8) hours of notification. "Necessary Emergency Response" means obtaining additional equipment required for stabilizing a given situation in addition to any on site assessment. The services shall be provided to the main Naval Research Laboratory located in Washington, DC, and at the NRL field sites located in both Maryland and Virginia. All potential offerors must have current applicable licenses and permits prior to award. The period of performance is for a base year and four (4) one-year options. The government contemplates an Indefinite Quantity Indefinite Delivery type contract. A complete Statement of Work (SOW) is available as part of the solicitation. The incumbent is Clean Harbors Environmental SVC Inc., Baltimore, MD. Numbered Note 26 applies. NRL uses Electronic Commerce (EC) to issue RFPs and amendments to RFPs.
